Lee Young:

May 15th – additional services no. 69 Gala-T/bank – every half hour throughout the day
Contact SBC – invite to discuss additional services to Melrose
Beaver Service – to Abbotsford operating for last 3 weeks – not overly used – Interchange – Tweedbank –Abbotsford – Melrose.

Vandalism – 3 people charged – no further incidents to note.
Delays – ongoing roadworks Edinburgh/Newtongrange causing slight delays.
Melrose 7’s /Diesel Train – services had worked well with influx of extra passenger use.

No issues to report – will attend June meeting.

Incidents of Note:

11/3/16 – Male arrested and charged with entering Jura Drive and acting in an antisocial manner @ alarming resident.
21/3/16 – 07/4/16 – Reports received of thefts from vehicles – possibly unsecured and unattended.
07/4/16 – Male arrested and due to appear in court – alleged breach of bail conditions.
12/4/16 – Reports received of youths acting in antisocial manner/throwing stones.  Police Patrols will increase throughout school holidays.

Cold Caller Zone. – extended response date due to late production of newsletter.

Project account:        £520.13

Councillors approved accounts prior to annual audit.  Proposed by Councillors Bramhall and Buchan.
All councillors present agreed to abide by the Code of Conduct.

Matters of Interest:

Speeding -  young driver noted speeding through village –
Trains – Diesel visit to be repeated on June 16th – round trip from derby
Welcome Greeters – no leaflets/information to hand out, not able to meet & greet all visitors.
Adopt a Station – Councillor Bramhall suggests we investigate this option further – could be of benefit to promote Tweedbank.
Tweedbank Entry – Councillors Bramhall & Clayton suggest possibly planting crocus bulbs at Welcome signs towards station -possibly involve school to help.  Both will investigate area/cost.
Old Play Park – area @ Abbotsferry road – discussed option of purchasing wildflower seed mixture and planting ourselves – all present agreed for Councillor Bramhall to purchase appropriate seeds.

Memorial Garden:

Mike issued all with proposed site costing breakdown.  After further discussion, all agreed to cut back on planting  -simplify the project by installing path and seating and leaving area grass as is – can add planting at later time if felt appropriate.

Street lights out – 26,32,45,52,59

I have reported the street lights but can I remind CC members that they can report these directly to SBC and not just save them up for Community Council meetings.

Footpaths under Galafoot bridge – muddy puddle – possibly notify Countryside Ranger Service?

Walked this path the other day, it is wet under the bridge but we are at the end of the winter and it will dry out.  I will ask Countryside Ranger to look at whether remedial works are needed but didn’t think it was that bad.

Dog fouling – Langlee –railway station, red Bridge area used for dumping dog mess & litter.

Craig Blackie has placed dog bins on the Black Path at the Winston Rd end and the Essenside Drive end, and that is what was agreed.  It’s not possible to put a bin at the Red Bridge as we cannot get a vehicle in to service it.  The bins that were promised are in place.  The path is regularly swept and when the new dog wardens come on board, it will be one of the priority areas to be looked at.

Reinstatement of gabion baskets at loch still required.

  I understand that Craig Blackie will take this forward as a small scheme this year.

Underpass still to be treated @ painted.

This does need to be done but CC was going to engage with Stewart Bell and get him on board and I will deal with obtaining the paint.  I don’t recall which CC member was going to do this?

Seeding area at loch – when and what seeds to be tried?

Again, I think this is being done when the gabion baskets are being done, as part of the same project, but will chase.

Old Play Park not planted with wild flower mix.

I thought this had been done, but the seed had not worked due to the wetness of the ground.  Will speak with Craig about taking it forward with the other two projects.

Road markings end of Abbotsferry Road/ 20 Plenty – disappeared?

Road markings will be reinstated once permanent repairs have been carried out at Abbotsferry Road, which will be later in the year.

Tweedbank Avenue Woods – screening trees not planted as promised

  I am currently chasing the contractor as regards the tree planting works which have been agreed but there has been a short delay due to difficulty obtaining quality semi mature trees for the planting, but work will take place soon.

Cleared fell site needs to be tidied up

No work is proposed at the moment to the site, until a final decision has been made about whether the Tapestry project will proceed.  If it proceeds the site will be a building site later this year and if not, the site will be tidied up and some landscaping work done, although it is very likely that the site will be built on, come what may, in the next five years.

Pot holes appearing on Galafoot Bridge

Industrial estate car park –boulder removed and rubbish dumped

Passed on to private industrial estate owner.

Railway station had portable loos recently

It did have, these were to cope with the significant additional passengers generated by the Melrose 7s with a particular view on preventing anti-social behaviour.

Two Welcome greeters at Station to greet over 1000 visitors – missed opportunity for Borders Publicity

We will review this but there are only so many Welcome Hosts we can deploy and a great many people coming off the train on this particular day already had a pre-planned destination to go to.
