5 Pedestrian Road Safety

Mr Phil MacEarchan outlined the correspondence he had had with the MP, The Minister of Transport, Cllr MacCallum and senior officials concerning the danger to pedestrians on the A832 at Tore. The road is only 17 feet wide, resulting in heavy goods vehicles filling almost the width of the road and undermining the verges The traffic of such vehicles to the Bannerman Garage is considerable. The dangers would inevitably increase if Munlochy traffic were re-routed to Tore during planned works on the A9 and the Kessock Bridge. He circulated photographs showing the problems with large vehicles. He also pointed out the dangers from motorists exceeding the inadequate speed limit.

The A832 is on the Cycle Track and is a school bus route.

Mr MacEarchan’s concerns form part of an overall situation in the Tore area where pedestrians are put in danger from traffic approaching the roundabout from all 5 roads and exiting at speed. Residents complain that access to public transport and therefore facilities in Dingwall, Inverness etc. is increasingly difficult. Although these concerns have been raised with the relevant authorities, expressions of sympathy seem to be the only response. No practical solution has materialised.

A speed limit throughout the area of no more than 30 mph is now needed.

The CC is to arrange site meetings with Ian Hay and other officials from Highland Council and Transerv to kick start some action.. Mr Macintosh has requested a copy of plans drawn up by Mr Jim Smith in preparation for a Park and Ride at Tore (necessitated by essential works on the A9 and the Bridge). Inspector Derrick Paterson, Road Policing Inspector, is also to be contacted.

AOCB

Anti-social behaviour has become a problem in the Tore area with incidents ranging from vandalism of school property and the A9 bus-shelter to harassment of members of the Country Dancing group and drivers on the dual carriage way. The Police have received 5 separate reports in the last few weeks. Eye-witnesses describe three mid-teen youths involved and police, patrolling the A9, have seen up to sixteen youths hurling apples etc at traffic near the Roundabout. Police want to nip such behaviour in the bud and are calling for help from residents in identifying the boys concerned.

Mr G Bethune will lay the wreath at the Remembrance Ceremony on November 13th, on behalf of the CC and residents.

Meeting close at 8.50pm                             Next meeting: November 24th
