The Williams Commission which recently reported on Welsh Local Government have suggested fundamental reorganisation  the 22 Welsh Unitary Authorities suggesting a reduction in the number of authorities to about 11 or 12. They have suggested that Torfaen CBC merge with Caerphilly and Blaenau Gwent whilst Newprot merge with Monmouthshire!
