 PLANNING INSPECTOR DISMISSES PLANNING APPEAL

The long awaited Planning Inspector’s report on the Community Council’s appeal has finally been published. The report dismissed the Community Council’s application for a change of use from a chapel to community use.

The local Neighbourhood Watch Association, supported by the Community Council, had hoped to refurbish the derelict building chapel so it could once again be used for weddings and funerals. To do this an extended community use element was also needed so that grant aid could be sought.
 
Whilst refusing the appeal the Inspector points out that the Community Council could still apply for a determination order, under sections 191/192 of the Town and Country planning Act 1990, to use the building for uses under Class D1regulations. This class includes, a crèche, museum, public hall or education training centre and would not affect the planning inspector's decision to refuse the extended change of use application.

The Community Council and its partner organisations have considered applying for a determination order. However, without the extended community use element there is little hope that grant aid would be available, thereby making the project unviable. The Community Council has therefore decided that it will not proceed with the project.
 
Hopefully, both opponents of the application, and those who supported it will now jointly take up the fight to ensure that Rhondda Cynon Taff County Council provides adequate facilities for visitors, including toilets at the Cemetery.
