LANREATH PARISH COUNCIL

Meeting held on 17th November 2015

 

Present:         Mr R Pugh, Mrs E Lee, Mr A Facey, Mrs S Pipe, Miss S Cave, Mr P Godfrey, Mrs P Gorman, Mr P Seaman, Miss J Tamblyn, PCSO Cocks, Cllr J Candy

 

The Chair welcomed everyone to the October meeting.   There were no declarations of interest.

Public Participation

Rally Close – Mr P Hooper was welcomed to the meeting.  He explained that he was concerned that the Chair of the Parish Council was not involved in the meeting between the developer, the affordable housing team and Cllr Candy.  He added that there seems to be a breakdown in communication and trust between the Parish Council Chair and the County Councillor.  Cllr Candy replied that he had informed the Parish Council Chair that he would be kept informed.  However he did not feel it appropriate for the Chair to be involved in a meeting involving a prominent member of the community who has a brother serving on the Parish Council where financial matters were being discussed.  The Chair stated that he had spoken with the applicant who would have been happy for him to attend any such meetings.

Following a short discussion it was agreed that the situation should be resolved as quickly as possible.

Shop – Mrs S Rawlins was welcomed to the meeting.  It was reported that the shop opening is being held on Saturday 21st November where it is hoped that as many members of the Parish Council will attend as possible.  The Chair stated that the new extension to the shop looks tremendous and the Committee were thanked for their work in getting to this stage.  Mrs Rawlins added that she has been accepted as Postmistress by the Lanreath Community Association but has still to hear from the Post Office.  Mrs Rawlins has also been granted a Personal Licence and a Premises Licence has been applied for.  The shop should be able to commence selling alcohol on 12th December.

Police – PCSO Cocks was welcomed to the meeting.  From 1st to 31st October, there had been no crime in the parish.  Halloween and Bonfire nights had passed without incident in the Looe area. There have been no further reports of speeding within the parish.  The dog that has been causing problems in the village has been rehomed out of county.  With regard to the parking on the Moss site which was reported at the last meeting, PCSO Cocks stated that he had visited on a number of occasions but there had been no problems.  He will continue to monitor this.  It was noted that there had been a recent fly-tipping incident at Beara.  Numerous patrols have taken place and all has been found to be in order.

Play area – Mrs Rawlins reported that Viridor had met with those involved and the application is being considered this week.

 

Minutes of meeting held on 15th September 2015

The minutes of the meeting held on 20th October 2015 were agreed as a true record and signed by the Chairman.

 

Matters Arising

Rally Close – Further to the earlier discussion, Cllr Candy reported that he was not originally to be involved in the meeting between the developer and the affordable housing team, but he insisted that he be included.  All of the points raised at the last meeting of the Parish Council have been investigated.  The developer has looked at using brick rather than tarmac finish but this will require a change of the planning permission.  With regard to a completion date for the site, there is a start date set when planning permission is granted but no date is set for the finish.   It is thought that by negotiating with the developer to get the affordable houses delivered, then the developer may be in a position to complete the road and therefore the other sites will become more saleable.  The unacceptable levels of noise and dust etc. are being investigated by Environmental Health.  Cllr Candy confirmed that he is committed to getting the full amount of affordable houses completed on the site.  The affordable housing team is aware that the ‘trigger’ was the 4th house although they did say that that was quite a low number for the amount of houses on the site.  The affordable housing team have put the developer in touch with the housing association to discuss how to move forward.  Cllr Candy has been asked to be kept informed of progress.  The Chair confirmed that a meeting is planned between the developer and Ocean Housing.

Bocaddon – Further to the application for a Good and Trailers Licence, it was learned from the Guide from Traffic Management that the Parish Council cannot object.  However it was noted that several members of the public have sent in objections.

School wall – the clerk read a letter received from Mr Andrews asking if the Parish Council would erect a fence on his side of the wall.  It was agreed that this would not be appropriate.  Clerk to contact Mr Andrews with details of local tradesmen who could carry out this work.

Shop lease – the 2.6m x 2m triangle of land has been added to the current shop lease.  This will need to be recognised by Mr John Feasey.

Broadband – it was noted that despite the attempts of Mrs Pat Godfrey, the problems remain.  This will be further discussed in January.

Potholes/Trees South Park – Cllr Candy reported that he has met with the new Area Manager and is about to meet with the new Steward.  He will update them with the various problems within the parish including the potholes, trees at South Park and white lines at Penadlake, although it was added that broken white lines are not statutory.  Mrs Lee also reported that the main road as far as the Lerryn turning, Trevalfry, is in a bad state of repair.  Once again, Cllr Candy explained the current financial pressures.

Dog and rubbish bin – it was noted that this has not been emptied.  Clerk to re-report this.

 

Neighbourhood Plan

The Chair reported that the Steering Group are working hard on this.  It was formally noted that the Parish Council recognise the Neighbourhood Plan Steering Group.

 

Play area

Nothing further reported.

 

Millennium Building – lighting

It was noted that the lighting has been completed by Max Facey.

 

Rented field adjacent to church

It was reported that the path has been cleared.  B H Garden Services have been asked to quote for clearing the path and carrying out any work on the stiles or installing a kissing gate.

 

Notice Board

The Chair provided details of the notice board at Pelynt which will cost in the region of £860 plus fixing.  Parish Councillors agreed that this should be ordered.  Mrs Pipe added that the Amenities Group may be happy to make a donation towards this.

 

Correspondence

All correspondence was noted.

With regard to the Transparency Fund, Mrs Gorman stated that this is a 3 year fund being administered by CALC.  Small parish councils can apply for funding to maintain websites etc. to enable transparent communication.  Mrs Gorman proposed that she work on this application alongside the clerk and asked if the Parish Council would be happy to pay the clerk for her time.  This was agreed.

The Chair added that he had attended the Open Doors event at Liskeard.  He had asked questions relating to the Local Plan, which is supposed to be adopted in 2016 and also whether Cornwall Council would be putting any money into tourism for which the answer was ‘no’.

 

Planning

Mr A Facey proposed that the cheques be paid on block and that £2000 be transferred into the Current Account.  This was seconded by Mrs E Lee and agreed by those present.

Precept

After a short discussion Mr A Facey proposed that the precept for 2016-17 be increased to £9,900 to cover any electoral issues.  This was seconded by Mr P Godfrey and agreed by those present.

 

County Councillor’s Report

Cllr Candy stated that:-

He was pleased to see the progress with the shop and has offered to support with the Councillor’s Community Chest.

Broadband and Neighbourhood Plan are supported.

Small amount of funding offered for play area.

Will continue to work on the issues with Rally Close

Will continue to work on problems such as potholes and trees etc.
