Welcome and introductions. Chair reminded the meeting that all members wishing to speak must raise their hand and be called upon by Chair before speaking. Members of the public to follow same and to also give their name. JS refused permission to record the meeting.

Matters arising:
Rhynie School Kitchen. Annabelle McDougal Chair PTC attended to give information on this issue. Informed the CC that there had been no consultation with the PTC regarding the loss of meals being cooked on site. The meals will now be cooked at Kennethmont and delivered by taxi to Rhynie School in tamper proof boxes. Kennethmont cook retiring and the Rhynie kitchen although smaller being more up to date, the current member of staff preparing the meals at Rhynie will move to Kennethmont. A complaint to Catering and Educational Services has been submitted by the PTC asking for reasoning and costings in view of the transport involved and extra staff required to facilitate. The Nursery children who will have to eat in classrooms, concerns about the loss of educational opportunity – children grow a great deal of their own veg etc., on site, cook and eat it. What will happen about the composter? There is petition which so far has over 1000 signatures. Cllr Goodhall suggested they speak to Tim Stephen at Marr and to contine with petiton. TONCC to write letter of concern also asking for details. Concern as to how they will cope in adverse weather conditions. Dry goods will be on site.
Kennethmont Footpath. Nothing further update.Questions voiced as to how will new speed limit affect footpath?
Coreen Hills Windfarm proposal. Application expected at the end of November. Need to join the Community Councils Convention as this is becoming a matter of ignored local democracy by Scottish Government. The reading of a 700-page technical document is unrealistic for indivicuals to deal with. Concerns over levels of Uranium and Radiation which are higher than Hill of Fare which has been rejected. This would cause a massive health danger to the multiple private water supply properties. Suggested we file for an extension as per the Clash’. RB will send round an email which please can everyone read.
Defibrillator update PM checked and all fine. There should be no updates needed before March.
20mph rollout This is now active. Concerns about compliance - multiple speed changes in a limited distance, signs say one speed when road markings another. Several unadopted roads given speed limits. How will this affect Safe Route to School? Cllr G to investigate.
Local Place Plan. November is the deadline for submission. This can be a small document – Schools, Drs Surgery, Monuments, windfarm concers.
TONCC Website. No response from local schools. On going work, all old information saved.
Remembrance Service. Wreaths have been received. TJ to help JG on the day and go to all services starting in Rhynie, then Clatt, Kennethmont, and Gartly. All welcome to attend.

Police report. No report received. Local victims have had their stolen Quad bikes retrieved from Durham. Concern that thieves have been able to access local knowledge.

Bus Shelter at Kennethmont who owns it? JG stated that Aberdeenshire Council responsible. JG to confirm.
Gartly Churchyard wall damage. There are no funds from Council to repair this. No 3rd party insurers. Suggest contact Mandy McKenzie of Historical Environmental Team.
Grit Bin adoption. There are none on the list in the TONCC area.
Snow Wardens. There is no scheme in place in the TONCC area. SS to get further information as funding may be available for interested parties.

Area Reports.
Kennethmont. Please close the doors on the Give and Take Hut.
JS to circulate information on Cyber Security meeting. Eco flow Delta 2 Power Pack for Resilience Hub supplied by the Council to Kennethmont. Infor re: meeting will be forwarded when received by JS.
Apparent increase in speeding since introduction of 20mph.
Thank you from Kennethmont School for their grant for potting shed.
One Pop up Bob left which could be used.
Rhynie. Emptying of recycling bins is erratic. Need to contact Council.
Clatt. Play area zip wire is down. Who is responsible for this and insurance for play equipment – Aberdeenshire Council. Who owns, leases the land and insures it?
Gartly. No current TONCC members reside in Gartly. May be possible to encourage applications from members from Gartly.
