Improving the way council assets are transferred to communities

Midlothian Council is improving the way it transfers assets, such as buildings, to local communities.

The new policy will make sure there is a clear and consistent approach to encouraging local people to take on responsibility for community assets.

Councillor Derek Rosie, the cabinet member for property and facilities, said: "This has partly come about to comply with new government legislation about asset transfers. However, it is also about taking a partnership approach to give local people the support and tools they need to run former council buildings."

At a full council meeting on Tuesday, councillors agreed to adopt the new strategy which will mean no asset will be transferred to a community until various safeguards are in place.

These include making sure the community has a clear understanding of the process, they also must understand the level of work and commitment required and know exactly how they will use the asset.

Communities will be encouraged to make use of consultants when required, maintain a professional approach and work with the council and community planning partners on shared outcomes:
