UPDATE - View letter dated 17 October 2015, which has only just appeared on the online planning application, which states:- "Midlothian Council has agreed to the granting of planning permission, subject to conditions and to a legal agreement under the provisions of section 75 of the Town and Country Planning (Scotland) Act 1997 (as amended). The legal agreement is required in order to secure developer contributions in respect to education provision, community facilities, the Borders Rail line and play provision. The sum is likely to be in the region of £13,760 per unit."
