ENFORCEMENT OFFICER

OCTOBER 2018  

Waste issues  -  32 Advisory/warning letters have been sent to various properties regarding contaminated recycling and excess black bag waste.

Abandoned vehicles -  x3 reported abandoned vehicles, one vehicle under investigation Rhyd-Yr-Helyg, one vehicle declared sorn but no action required as not on council land and one vehicle reported was taxed so no further action required.

Fly-tipping -  No updates as yet on the three prosecutions, still awaiting court dates.  Two lots of fly-tipping on Cemetery Road but no action required as no evidence gathered but x4 black bags and a builders waste bag have been cleared.

Dog fouling  -  A fixed penalty notice issued for two dogs running around on a restricted area (the small football field next to the park), additional patrols carried out around Moy Road area due to reports of fouling in the area, other locations also targeted for patrols.

No fly-posting or litter issues to report this month, Enforcement have requested posts for bin installation for in the Yr Hendre area and are also monitor the area.

Enforcement have also request for Civil Enforcement (parking) to attend the area again due to complaints received.   

There are available photo’s on social media of the dog fouling enforcement team patrolling in different locations of Taffs Well, can be found on the RCT Twitter and Facebook pages.  

Additional dog fouling signage has been put up in Taffs Well and Nantgarw in reported problem areas.

Also on the 1st of each month the Hub gets a supply of dog bags to distribute.

JUNE 2018

• X2 reported abandoned vehicles in Ty Rhiw, investigation notices placed on both vehicles and the vehicles were removed but not by RCT.
• Notices (sec. 46) have been issued to properties in regards to excess waste and contaminated recycling.
• Inspections carried out with Trivallis Housing Officer in South View.  Reports of fly-tipping but no actions required as work is ongoing and waste was removed.
• Regarding parking issues on Cardiff Road I contacted the Civil Enforcement manager and request the officers to attend the area, on attendance a number of vehicles were booked.
• Fly-posting removed from Cemetery Road on entrance to Ty Rhiw, regular spot for fly-posting.
• Dog fouling patrols carried out around the park, the playing field and also the line near the rugby ground.
• New batch of dog bins now in stock so addition bins will be installed at suitable locations and the already requested areas, signage can also be put up if needed.

MAY 2018 REPORT

• Update on the fly- tipping incident on Cemetery Road – The person concerned failed to turn up for the PACE interview, so the matter has now been passed to the courts.
• X1 fixed penalty notice issued for contaminated recycling, other waste issues have also been dealt with the appropriate action required.
• X2 reported abandoned vehicles in Glan Y Ffordd, no action required as one vehicle was taxed and the other had been declared sorn and located on private land.
• Fly-posting removed from the main road leading to Ty Rhiw and the industrial estate.
• No waste issues in the bin stores on Anchor Street after previous complaints received (monitoring).
• Additional dog fouling patrols around the park and surrounding area, no enforcement action required as yet.
• Additional dog fouling signage has been put where requested.
• Letter dropped Cardiff Road regarding bins/bags on the highway on non-collection days, follow up required.
• Site inspection with Amanda Mills (Trivallis) up in the Views, waste issues discussed in the problem areas. Appropriate action will be taken with offenders.

• Enforcement officer will tackle local issues in Taff's Well and     Nantgarw

Taff’s Well and Nantgarw Community Council have worked closely with Rhondda Cynon Taf Council to provide a new enforcement officer to tackle issues in the local area.

The partnership began when the Community Council contacted the Local Authority in June to discuss problems such as littering, dog fouling and parking issues – and proposed the introduction of a permanent enforcement officer for the area, to be wholly funded by the Community Council.

Having worked together over the last few months, the Council and Community Council have now announced that the new officer will begin patrols in Taff’s Well during the first week of January, and will continue to do so for one day a week over an initial 12-month period.

One of the issues which has been reported as a significant problem in Taff’s Well is dog fouling – which the Council has recently clamped down on across the County Borough, through its Sort **IT Out! campaign.

The campaign is promoting new, harder-hitting dog fouling rules which came into force on October 1, banning dogs from marked sports pitches, schools and children’s playgrounds. Meanwhile, more enforcement officers are now patrolling streets, parks and the countryside. So far, they have issued increased fines of £100 to more than 50 irresponsible dog owners.

Nigel Wheeler, Rhondda Cynon Taf Council’s Director for Highways and Streetcare Services, said: “The Local Authority and Community Council have worked closely together to provide an enforcement officer who will patrol Taff’s Well, targeting those responsible for littering, dog fouling and poor parking.

“The new officer will start work in January, for an initial one-year period. This has been funded by the Community Council, for the benefit of the local community who want to see the problems in their area resolved.

“We have already seen increased patrols making a difference in tackling dog fouling across the County Borough, and we hope to see the same difference made for a wider range of issues in Taff’s Well. During January, the new officer will meet Community Council members, who will be able to convey the exact nature of the problems that need targeting locally.”

Emma Price, Clerk for Taff’s Well and Nantgarw Community Council, added: “The Community Council are very excited to be able to fund an enforcement officer to tackle the ongoing issues in Taff's Well and Nantgarw.

“We are confident it will have a positive effect on the community and are very happy to be working alongside Rhondda Cynon Taf County Borough Council to combat the problems.”
