RESOLIS COMMUNITY COUNCIL Minutes of Meeting 7th February 2006 Present: Duncan Ross (Chair), Wynne Bentley, Hugh Maclennan, Rose Shirvani Highland Councillor: David Alston Secretary: Caroline Vawdrey In attendance: Andrew Edees, Ian Thorne Item Details Action 1 Apologies: None 2 Approval of December Minutes: Proposed by Wynne Bentley Seconded by Duncan Ross 3 Matters Arising: War memorial: Still awaiting signing of contract with Alpha Schools DA to keep CC updated 4 Resolis Community Council Achievements in 2005 DR outlined some of the CC achievements in 2005. These included: • Planning – representation on a number of applications • Affordable housing – in connection with new developments, and re-use of Newhall school after the opening of the new Resolis School • New bus shelter at Jemimaville junction • Footpath signage and leaflet in progress • Arts and Crafts Fair • Newsletter • Castle Craig – support of , and discussion with Clan Urquhart re future development plans • Earlier community council led initiatives include the Friendship Club and Kirkmichael Trust 5 Treasurer’s Report: Current bank balance is £1,600 with £28.00 to be paid for meeting room rental 6 Councillor’s Report: Covered under agenda items 7 Community Council Elections: CC members agreed to hold these in line with Cromarty Community Council. CV to find out date of Cromarty Election. CV commented that, though she was content to continue as CC secretary, she felt that impetus from a new secretary could be beneficial to the CC. CC members agreed to advertise for a secretary at the same time as holding the CC election. CV will continue if no-one comes forward. CV to liaise with Cromarty CC 8 Affordable Housing: The Highlands Small Communities Housing Trust (HSCHT) has arranged for a survey of Newhall School to be undertaken on the CCs behalf. Issi McGrath has also asked CC members to consider different affordable housing options for the Mounthigh development – in particular to come to a view on their preference for either a Rural Home Ownership Grant Scheme (RHOG) or Homestake (shared equity). The former can have a rural housing burden attached, which will allow it to remain affordable in perpetuity, the latter cannot. DR to meet Issi on Thursday February 9th at 16.00 – other CC members are invited. IT commented that although he supported affordable housing he would also like to see sites for local industry. CC members to study affordable housing options – and come to a conclusion CC members to attend if available 9 Community council plans for 2006: The following are some possibilities for CC follow up: Newsletter: WB to try designing a page for ‘Chatterbox’ – with the intent of having content ready for the May issue Website: CV to look at Spanglefish website – and input minutes. Footpath leaflet: DR to complete Footpath sign: HM to speak to John Jewell about re-instating the Agnes Hill sign. Public Transport: THC have asked for view on the current bus contracts – WB will put together a feedback form – to be circulated as widely as possible in Resolis (including Friendship Club, Schools and under 5s) and put in the Jemimaville and Culbokie post office. Response to be with THC by 18th March. It was noted that there have been some areas of concern about the standard of bus being used on the Scotbus school contract – including a journey with a broken window and the fact that wet weather leads to the bus being awash with water as some window seals are broken. It was further noted that if one of the two double-deckers breaks down all the children are loaded on to one bus. WB CV DR HM WB 10 Charity to receive 2nd half of Craft Sale profits: After discussion it was agreed that £130 should be donated to Munlochy Animal Aid RS to make RCC donation 11 Planning: None However CC members expressed their concern that planning permissions could be kept open indefinitely through token site works. This was felt to be an exploitation of the system and detrimental to proper planning and development of the area. 12 AOB: None Date of Next Meeting: 7th March 2006 at 19.30 in Resolis Hall
