RESOLIS COMMUNITY COUNCIL Minutes of Meeting 6 June 2006 Present: Hugh Maclennan (Chair), Wynne Bentley, Ian Thorne, Secretary: Caroline Vawdrey In attendance: Cllr David Alston Item Details Action 1 1:1 1:2 1:3 Apologies and Welcome: Apologies: Donna Haldane Ian Thorne was welcomed as a new member of Resolis Community Council, and CC members looked forward to meeting Donna at subsequent meetings. Andrew Edees has stepped down from his position as co-opted member of the CC 2 Approval of Minutes of the previous meeting: Proposed by Hugh Maclennan Seconded by Ian Thorne 3 3:1 3:2 Matters Arising: 4: Footpath Leaflet: Duncan Ross has not confirmed if grants for the footpath leaflet have been claimed. DA requires a discretionary budget form to be submitted. 3:2 Roads Condition: CV has not yet heard from Jim Yuill re the roads either side of Newhall School. DA has however been able to discuss this with him, and road engineers have looked at the road, and will decide on appropriate action. CV to ask DR CC ongoing 4 Recruiting new CC members: There are now 5 members of the CC, but members agreed that it would be valuable to have a full strength CC of 8 members. All CC members to actively try and recruit new members. All CC members 5 5:1 5:2 Treasurer’s Report: None Hugh will remind Rose about the next community council meeting RS HM 6 Councillor’s Report: Covered under other agenda items DA 7 Conducting CC business: WB commented that she felt that establishing some simple ground rules for how CC business should be conducted could be of value both to new members, and in order to deal in a non-confrontational way with controversial issues. DA suggested that looking at the code of conduct prepared by the Standards Commission might provide some useful pointers for establishing these. CC members agreed to look at these, and to agree some ground rules amongst all the CC members. All CC members 8 8:1 8:2 War Memorial: DA has spoken to Hugh Fraser (THC) who has agreed to speak Tullochs re doing up the memorial. There will be a turf-cutting ceremony at the new school site on June 16th at 13.45 – which HM will attend – and this may present another opportunity to raise the matter. HM 9 9:1 9:2 Affordable Housing: No further progress to report at either the Newhall or Mount High sites IT enquired whether DA had had any response from THC re the fact that Newhall Primary School had be gifted to THC for affordable housing development – and should therefore be in turn gifted to the community. DA stated that he had not heard anything about this yet – but would continue to pursue the matter. DA ongoing 10 Planning: None WB 11 11.1 11.2 AOB: Resolis School Steering Group: The first meeting of this group will take place on June 20th at 20.00 in Cullicudden Primary School. HM will attend if possible. Dumping of rubbish on the shoreline from Kirkmichael to the Craggan: This was noted as a matter of concern – and something the CC would keep an eye on. HM All CC members Date of Next Meeting: 1 August 2006 at 19.30 in Resolis Hall A July meeting will only be held if an urgent matter arises
