We have a call out to the Department for Transport called Time for 20 http://www.20splentyforus.org.uk/its_time_for_20.htm
This asks for signage rules changes to make 20mph limits cheaper to implement by allowing authorities to sign the exceptions to 20mph limited roads only (makes sense if 95% of your roads are going 20 and saves about half the cost.

Wales could lead the way in the world by making 20mph the default national lit speed limit instead of 30mph. This would save a lot of money and casualties.  We don’t currently have a briefing on this as we thought it unlikely to happen in England. However, Wales could be more enlightened.
