Minutes of last meeting on 19th June 2018 approved (proposer: Chris Collins, seconder: Alex Cheung). (No actions/items outstanding from minutes of 19th.)

Police matters:
- PC's Daniele Lapi and James Webber were in attendance. NB: from notes of 29th June, ?Nico? and Chris are two other officers (not present) who work St. Vincent Street up to Sauchiehall St.
- PC Lapi raised some recent concerns/issues including:
o 20mph speed limit – is enforcible but via traffic-calming or road layout.
NOTE: Cllr. Millar 19th June: there is a campaign to set a 20mph limit in the whole city, which would help increase awareness. Also a recent ad campaign using busses to highlight the 20mph limit.
ACTION: Alex C./Chris C. to follow-up again with Cllr. Millar & PC Lapi regarding possible actions, e.g. community safety / radar guns / stretched ropes.
o Antisocial behaviour around 23-33 Oswald St.
There has been progress offline with PCs Lapi/Webber.
There was some discussion around access rights.
A letter-drop to residents was tried, in order to raise awareness.
It was suggested to speak with the factor to further improve security measures.

• ACTION: Alistair M. will meet PCs Lapi/Webber and to report back on outstanding issues.
o Regarding cars parking on Midland St. footpaths:
It is a hazard, due to pedestrians walking onto the road.
Bus drivers could be charged with obstruction (£100 fine), after a ticket.
Parking Services at Cadogan St. have been involved by PC Lapi.
Cllr. Bolander suggested that Licensing could be involved with the venue tied to the tour-
busses. (This could be done with an “Innkeeper form”, but must be witnessed).
ACTION: Alistair M. / PC’s Lapi/Webber to report back on progress.
Matters Arising:
- Discussion regarding the two fires at the GSA, and Victoria’s nightclub.
- Access and insurance are key, for both residents and businesses.
- Building Control is in charge of access to both sites, but they are hard to contact and actions can
appear inconsistent.
- Insurances have not paid out, particularly for businesses where only minimal compensation is
provided for loss of access, and homeowners, due to the homes not being damaged yet being legally
uninhabitable for the time being.
- This is now being remedied somewhat by the use of a Loss Assessor, who has managed to trigger at
least one payout for alternative accommodation.
- Insurance policy wording must be looked at, at the level of UK Gov. and AIB.
- Cllr. Millar urged that anyone in accommodation difficulties should be encouraged to speak to
either himself or contact John Sherry using GCC’s Incidentrecovery@glasgow.gov.uk .
- Cllr. Millar acknowledged that he has also suffered under the same communications difficulties as
have residents and community councils.
- Cllr. Millar also acknowledged that it took too long to get people re-housed after the GSoA fire.
- Businesses are struggling with key equipment, stock, paying staff etc.
- Staff affected: ~350. Many of these not being paid, and are leaving the area.
- A Task Force has been established with the aims of restoring access, maximising communications.
- A seat on the Task Force has been asked for by Garnethill displaced residents, B&BCC and
Garnethill CC’s.
- CC’s have asked Susan Aitken on 02.07.18 and 18.07.18 for a single seat on the Task Force, even for
a temporary period. No reply has been received as-yet.
- The Chief Executive of GCC has committed to a “Lessons Learned” review. B&BCC felt this must be
as open as possible, to ensure individuals contributions are registered.
- B&BCC felt that GCC must re-evaluate its crisis management.

- Bank account has been set up, two-of-three signatories required to transact, the three eligible persons being Irene, Chris, Alistair.
- Balance £454.52p
- Deductions to come: room fees £30, mobile phone costs £10.
- ACTION: Alistair to query why we did not get the expected £500.

Secretary’s report:
Area Partnerships next PUBLIC MEETING on 16th August, 2pm, City Chambers.
- There are 23 APs, with elected members, and a budget for local grants.

- Our AP is Anderston, City & Yorkhill, chaired by Cllr. Millar.
- It has 6 residents' places, all currently filled.
We are now listed as “Active” on the weekly planning list. Thanks to Cllr. Bolander.
Cllr. Millar noted that 6 objections are enough to force an application to committee, rather than
‘delegated authority’ – which mean the elected members of council get a say.
I am NOT yet getting any Licensing applications. Unsure why.
ACTION: Chris C. to follow up with Cllr. Eva Bolander/Steven Dowling to get Licensing updates.

Event: Irene and Chris visited on Monday, 25 June 2018.
Jamie Shields (City Deal Avenues Team, GCC) may be our contact.
Nick Wright was asked provisionally to visit in November.
After experience from businesses gleaned from Sauchiehall St. / Avenues project, businesses
there felt that contractors cut the street in half and stopped for weeks, leaving businesses
isolated and with low footfall. Some felt there was a breach of planning covenants.
Additionally one resident felt that the Sauchiehall St. drawings changed mid-way through and
removed a lot of the green space.

Councillor’s reports : Cllr Bolander Parades & Marches:
- Cllr Bolander suggested B&BCC appoint a Parades & Marches contact.
- First aim: Get information about dates of marches, present it to meeting.
- It was noted that any evidence of improper behaviour either on or surrounding marches should be
reported, ideally with video evidence to the GCC parades & marches email address.
- ACTION: Steph. S. & James Stewart to get info re marches and present to meeting.

Councillor’s reports : Cllr Millar:
- Cllr Millar will try to get more seats on the Area Partnerships forum.
- Mentioned lighting issues on Midland St./ Argyle St under Network Rail bridges.
- A possible improvement would be to paint in a lighter colour, but this involves Network Rail.

Progress on Boundary Review & General Awareness of B&BCC:
- Correspondence has been received from Steven Dowling for the new Scheme.
- Inside is the proposed set of three boundary changes.
- Regarding Anderston CC, it would be advantageous to contact the residents directly.
o Leaflets
o Cllr. Bolander has the email addresses of owner-occupier groups.
o Glasgow West Housing Association should also be consulted.
o NB: Blythswood Court consists of 3 towers of 14 floors, each 8 flats.
o ACTIONS: Invite Glasgow West HA, leaflet drops, and obtain email details from Cllr
Bolander.
- Regarding Dundasvale CC, this is inactive, and the Dundasvale CIG does not cover relevant area.o A few residential properties should be leafleted, with a view to eliciting comments.
o ACTION: leaflet drops nr. Bath St., West Nile St., Hope St.
- Regarding Garnethill CC, it seems unlikely there will be any compromise, however an attempt will be made on the 14th August at the Garnethill CC meeting.
- ACTION: Those interested to meet on Saturday 21st July, 10am Garnethill Multicultural Centre to design, print and distribute a leaflet, etc.
- ACTION: A similar leaflet could be used to distribute to residents in general, to improve awareness of B&BCC’s existence, its meeting schedule, remit and duties.

Items for the CC to pursue:
- Gillian D. was appointed as “A-frame-sign tsar” to call in the most egregious examples of A-frame signs affecting footpaths/pedestrians. Call Env. Health on 0141 287 1059 (option #3).
- Graffiti (offensive, sectarian) on the inside of a licensed premises should be put forward to Police and Licensing
o ACTION: matter to be raised in August.
- Flagstones removed and replaced with tarmac should be reported.

- Minutes of previous meetings, plus Agendas and meeting schedules will be kept on the website.

Questions from the floor:
- Miguel – a resident of Oswald St. has had problems with equipment/mechanical noise from Radisson Blu hotel.
- Environmental Health have so far been unable to locate the source of the noise or do anything about it.
- There is a baby on the way, to be considered – noise can be very detrimental.
- Suggestions made:
o Contact Cllrs. Bolander or Millar.
o GCC Environmental Health Noise team should be called out to pin-point the source of the
noise & perform an in-situ noise measurement.
o A noise abatement notice can be issued on the spot, if the noise is loud enough.o A temporary suggestion would be a white-noise machine by e.g. Marpac.
o The Noise Abatement Society is another resource to be contacted, if needed.
