Meeting Details: 19th June 2018, 19h15 at St Columba Church of Scotland, G2 5RU.

Minutes of last meeting on 29th May 2018 approved. Actions outstanding from 29th May:

-  ACTION: At the next meeting, a map will be used to determine residential locations in the BaBCC area, and those in the areas affected by any CC boundary changes.

-  ACTION: Gillian, Les and Billy (W. Wallace) to progress the website / email. Budget not to exceed £50 p.a., and create emails for Secretary, Treasurer, Chair.

Matters Arising:
Nothing to report, since the new venue was not used due to the fire at the GSA.

4// Correspondence:

-  Ian Elder has responded to many of the questions raised by members on 29th May. Members are encouraged to read the Agenda of 19th June, and the correspondence from Ian Elder sent with that agenda.

-  ACTION: Chris to bring forward Ian's correspondence regarding issues such as A-boards to the next meeting's Agenda, as it will need to be used when we get time to look again at these issues.

Welcome & Introductions: Treasurer.

-  Bank account has been set up, two-of-three signatories required to transact, the three eligible persons being Irene, Chris, Alistair.

-  Stipend from GCC expected soon.

Secretary's report:

-  BaBCC phone activated 07497 080372 + voicemail.

-  Made contact with Community Safety Glasgow (Louise McMonagle).

-  Police contacts made.

-  Contact with Ian Elder of Development & Regeneration Svcs.

-  Scottish Land Fund: search "Glasgow community groups to take ownership of local land and

buildings" (Brought up for the attention of members & possible future plans).

-  Area Partnerships - reminder: PUBLIC MEETING on 21st June, 2pm, City Chambers.

o There are 23 APs, with elected members, and a budget for local grants.o see: https://www.glasgow.gov.uk/index.aspx?articleid=18748
o Our AP is Anderston, City & Yorkhill, chaired by Cllr. Millar.
o It has 6 residents' places, all currently filled.

Planning & Licensing Lists: I confirm I am receiving these, many small applications e.g. bird countermeasures, etc. Larger projects need a "Proposal of Application Notice" (PoAN), see below.

o PoAN: Erection of office, including retail/restaurant use.
o Note- The weekly list still says we are "inactive" and this needs to change because, as a CC,

we MUST be consulted for this type of application if we are 'active'.o Chris has asked twice what will happen in this specific case.

-  18/01088/PAN Site Formerly Known As 15 Brown Street, Glasgow.o Another PoAN, Erection of office development.
o Earliest Date for Planning Application: 21.09.2017
o This is a "Proposal of Application Notice".

o This is listed under Anderston, despite being inside BBCC's area!

-  Correspondence re PoAN 349 Bath St (Venlaw)
o Was brought to our attention by 3rd party.o Consultation event:

12th July from 2pm to 7pm

at the Renfield St Stephen’s Centre at 260 Bath Street.o Asked Patricia Lennox GCC/DRS for information
o Nothing received from GCC as yet.

o Anyone interested, I have some documents from our 3rd party contact.

-  Avenues project Argyle Street / St Enoch Square initial design:
o Argyle Street, from Anderston Cross to Trongate, through St. Enoch Sq., down to the Clydeo Event: to be held on Monday, 25 June 2018 from 14:00 to 16:00.
o TheTeacherBuilding,14St.EnochSquare,G14DB.
o Jamie Shields (City Deal Avenues Team, GCC) may be our contact.
o As yet, it seems we are not automatically getting info from GCC about this.

-  Cllr. Christy Mearns added knowledge of a new and significant planning application forthcoming for a hotel development at 109 West Nile St.

o Members should be aware of this, and be ready to raise objections, specifically regarding height of proposed development.

o NB Since this meeting, BBCC have received communications from Savills regarding this PoAN.

Police report:

-  PC's Daniele Lapi and Rory Duncan introduced themselves as working from St Vincent St, down to the Clyde.

-  PC Duncan will shortly be replaced by PC James Webber.

-  PC Lapi will be on leave for two weeks after 19th June.

-  ?Nico? and Chris are two other officers (not present) who work St. Vincent Street up to Sauchiehall

St.

-  Members raised some recent concerns/issues including:-

o Alex: 11pm cars revving / racing on West Regent St./Renfield St., mostly at weekends.

Chris asked if the 20mph limit was enforceable.

Cllr. Millar replied that it is legally enforceable, but awareness is key, and there is not

enough yet.

Cllr. Millar adds that there is a campaign to set a 20mph limit in the whole city, which

would help increase awareness.

Cllr. Millar adds that there was a recent ad campaign using busses to highlight the 20mph

limit.

PC Lapi suggested that 20mph limit is not easy to enforce.

Chris re-iterated that cars can be seen driving down Renfield St. (at a guess) in excess of

50mph at weekends between 2-4am.

PC Lapi and Cllr. Millar took note of the times (11pm, 2-4am) and locations of concern.

Chirsty H. suggested the use of 'stretched ropes' i.e. passive speed detectors.

ACTION: Alex/Chris to follow-up again with Cllr. Millar & PC Lapi regarding possible

actions, e.g. community safety / radar guns / stretched ropes.

o Chris (on behalf of Duncan): Drug dealing going on in car-park of Pegasus house.

• PC Lapi has been aware of the situation, which in his view did not seem serious enough to warrant more action.

o Alistair & Donna: Antisocial behaviour around 23-33 Oswald St.

Alistair reports drug users forcing entry into closes and antisocial behaviour.

Donna reports 5 sets of fobs have been given to police, to allow entry to closes.

PC Lapi requests crime numbers, and if possible, the names of the officers to whom fobs

were supplied.

PC Lapi also suggests involving the Problem Solving Team Sergeant at Stewart St.

ACTION: PC Lapi to follow up with Alistair / Donna offline.

ACTION: Alistair & Donna to report back on issues not dealt with, so progress can be

measured, and an agenda item to be set up for this.

o Alex: A man has been noticed in the vicinity of Renfield St./West George St. asking women

directions to Queen St. station, and subsequently following them on at least one occasion.

Alex had a photo of the man, though PC Lapi suggested this is not very useful at this stage.

PC Lapi suggests calling 101, or 999 if urgent, to report the man on the next occurence.

Officers attending will then hopefully be able to discern the reasons for this behaviour,

and take action needed.
o Chris: raised the point about cars parking on Midland St. footpaths:

Alistair reports that it is a hazard, due to pedestrians walkng onto the road.

PC Lapi will investigate with Parking Control.

Parking Services at Cadogan St. can be telephoned.

ACTION: Chris/Alistair to follow up with PC Lapi regarding any possible action.

Cllr. Millar gave an introduction:

-  Offered congratulations on the start-up of BBCC.

-  Offered some details regarding his visit to the scene of the fire at the GSA.

-  Cllr. Millar has walked the perimeter of the cordon, and chatted with businesses/residents.

-  A Task Force has been established with the aims of restoring access, maximising communications.

-  Cllr. Millar asked members to let him know if they are troubled by "Boy Racers".

-  Mentioned the Ian Elder/DRS "Regeneration Frameworks" in the works for the coming months.

-  Planning consent has been given for a large (20 storey) residential dev. at the old Pitt St. police HQ.

-  This should bring in 100's of people to the area.

-  GCC are keen to increase the residential population of the City Centre, and build infrastructure.

-  There is also a plan to change planning policy away from the overconcentration of student

accommodation.

-  As part of the City Centre Regeneration Strategy, GCC are looking at ways to encourage developers

to convert 'dead' office space to residential use.

Cllr. Mearns gave an introduction:

-  Offered congratulations on the start-up of BBCC. This helps councillors represent us.

-  Cllr. Mearns is the Vice Chair of the Housing & Neighbourhoods Committee.

-  Also shares concerns regarding the amount of student accommodation.

-  In September, the City Council & Heritage groups will invite BBCC with the intent to create a new

planning policy on Student Accommodation.

-  Cllr. Mearns is keen to engage with factors in the area, esp. to improve security.

-  If there are any unfactored properties, please let Cllr. Mearns know.

-  Cllr. Mearns is keen to help organise Litter Picks, planters etc.

-  She is also interested in improving derelict sites, getting better land use.

o Please send her ideas!
o There is an initiative called "Stalled Spaces" e.g. to change use to community gardens.

There was then some discussion regarding the recent fire at the GSA.

-  Chirsty H. reported concerns of residents who have been evacuated, and feel abandoned.

-  There has been inconsistent access for residents; some allowed in, only to be subsequently denied

access.

Ian Elder presented on behalf of the City Council and Development & Regeneration Svcs.. It covered:

-  Enhancement Projects, e.g.Commercial bins, Mural Track, Street Art fund, Child-Safe initiative.

-  Residential Strategy.

-  Lane Strategy.

-  Avenues Project.

-  District Strategy. - e.g. City Centre Strategy; area boundaries overlap.

-  District Regeneration Frameworks (9 districts, 10+ yr activation plan).

-  Emerging Plans, such as the River Park, Urbanised M8, Great Streets & Spaces, Great Buildings.

Irene asked which lanes were included in the pilot? Ian Elder has responded (GCC still to make final decision):

Buccleuch Lane - Dalhousie Lane, Garnethill Sauchiehall Lane, BID Area
Sauchiehall Lane, Willow Tea Rooms
Sauchiehall Lane, Wellington Street to Renfield Street Renfield Lane

Springfield Court.
Chris confirmed with Ian that DRS will be in touch regarding future proposals, in order to engage BBCC.

Alistair raised an item regarding AirBNB, and its regulation.

-  Cllr. Millar responded that the Scottish Government, together with GCC will look at the issue.

-  Cllr. Millar suggested that specific instances be reported, so that enforcement action can be taken

on an individual basis, on the limited interpretation of existing rules.

-  ACTION: A discussion on AirBNB can be added to the next Agenda, if desired.

Due to time considerations, the rest of the agenda was postponed until the next meeting. Chair declared date/time of next meeting:

-  Tues. 17th July, 7.15pm.

-  (Hopefully at the 200 West Regent St. Venue).
