 Report 2009/10.

 

Alloa Central Community Council ward comprises of the following streets.

 

Carsebridge, Carsebridge Road, Springfield Road, Whins Road, Hilton Crescent, Hilton Road, Gaberstone Avenue, Arrol Crescent, Lambert Terrace, Argyll Street, Argyll Place, Kingswell Park, Wallace Street, Gordon Drive, Sutherland Avenue, McKinlay Crescent, Hutton Park, Old Brewary Lane, Kings Street, Primrose Street, Drysdale Street, Maple Court, Mar Street, High Street, Part of Sillinghill and Mill Street, Bank Street, Mercat Wynd, Greenfield Street, Hillside Terrace, Ashley Terrace, Sunnyside Road, Sunnyside Court, Park View, Parkway Court, Hill Street, Hill Place, Erskine Street, Queens Street, Tower Street, Garvalley Crescent, Saftsbury Street, Paton Court, Hill Park, Forebraes, Nevis Crescent, Doo’cot Brae, Dovehill, Mary Stevenson Drive, Moir Street, Hervey Street, Duncanson Avenue, Tullibody Road (Left Hand Side), Westlodge Gardens, Andrew Harvey Drive, Forrester Grove, Inglewood Grove, Briars Road, Orminston Drive, Rose Street, Thorne Road, Woodburn Drive, Woodside Road, Brown Avenue.

 

Alloa Central has sent a report to Clackmannanshire Council to increase the Community Council Boundaries to include the whole of Alloa.  This would be more advantage to the Council and members of the communities.  This is on going and the Community Council is promoting this idea.  One of the main reasons members of the public gave was that they did not know what Community Council area they belonged to and they did not know whom to contact.

 

Alloa Central Community Council maximum councillors is 14.  We presently have 9 community councillors.

 

Schools in Area – Sunnyside Nursery, Sunnyside Primary, Lornshill Academy.

 

 

 

 

 

 

 

 

 

Chairperson Report.        

Well, it has been a very quick year, and one full on high successes as well.  We had John Yellowleas from First Rail, and due to our meeting we managed to obtain a later train from Glasgow to Alloa and a direct train from Alloa to Edinburgh.   Excellent news for the communities of Alloa.

 

We also bought rugby tops and nursery hats for Sunnyside, which we have to thank Robert Marshall and Gordon Snaddon for.  With the Sponge Splash, they raised most of the money for this. 

 

Also on the go now, are calming measures for Hill Street area, which has been on the go for around 13 years now.  This should be started very soon and hopefully comes to a successful completion.

 

As we go into the New Year, we have lots of challenges to face, especially with the new model scheme for community councils.  This could change the way in which we run and operate, giving Local Authorities more control over community councils.  We also have to look at the JNCC becoming constitutionals.

 

I am sure with all your hard work and hard effort; Alloa Central Community Council will see another successful year.

Secretary Report.

Is that a year already?  Time goes very quickly when you’re active.  That is how the Community Council is now viewed,  Pro-active and well done to all of you who have helped to do this and give up your time to help your communities.  You can be rest assured that it is greatly appreciated and on a personal note, I am very proud of you all.

 

It has been somewhat a funny year with some successes and some losses.  This is something that we really have to put up with and not to take it personal.

 

It has been great working with the community council and I had better plans for the coming year.  Unfortunately, due to the move out with Alloa Central Boundaries, I now have to resign from the Community Council and I still wish them all the best.  I will march on with you in whatever you decide for the future.

Val Hume – Community Councillor

Alloa Centre, as with its fellow Community Councils, has been very active over the year in efforts to enhance the role of Community Councils in Clackmannanshire.  As well as carrying out its routine functions representing the community, Alloa Centre has contributed actively to two key pieces of strategic work.

 

The first concerns the framework in which community councils operate.  All our Community Councils as the Joint Community Council Forum have been working in partnership with Clackmannanshire Council to revise and update the Scheme for the Establishment of Community Councils.  This is their governance framework.  The work involved a close examination of Community Council boundaries, of their operating procedures and of their administrative protocols.  The fruit of this work will be produced in the coming year.

 

The direct benefit of the second piece of work can already be seen in the shape, content and style of the current Community Plan.   It was at a very early stage of its development that Community Councils worked to ensure it would be a document, which is relevant both to the people and communities of Clackmannanshire and to the statutory bodies responsible for delivering services to achieve its outcomes. Over the course of the year along with the Tenants and Residents Federation who are the other community partner in the community planning process, our community councils have been building a better understanding of their role in the community planning process and helping the Clackmannanshire Alliance see community planning from a community perspective.

 

While residents see the work your Community Council does for the people who live in your local area, we also see and appreciate the work our Community Councils do at a Clackmannanshire level.  We wish Alloa Centre another successful year and look forward to building on our successful partnership with them in the interests of everyone who lives here.

Report.

 

We have taken up various issues in the area for the Community, of which some should be completed this year.

 

 

  1. Save Oor Lavvies – the local authority closed down the public toilets in Alloa Town Centre, which had a backlash from the public visiting the area.  A petition was formed that collected now 4,000 signatures with more coming in through the web site.  The council confirmed that they have received the petition but refuse to discuss the issue.  This issue is still on going.
  2. Advocating for traffic calming in Hutton Park area and Whins Road.  This has now been started (Thursday 17 September 2010) and should be completed in around 3 to 4 weeks.  Also, yellow lines for the buses in Whins Road that are having problems picking up passengers.
  3. Zebra Crossing at the new Health Centre for people crossing the road to gain access to the Bus Stop.  This has now been installed.
  4. Anti Social Behaviour in our Communities.
  5. Direct rail-link to Edinburgh – now installed.
  6. Bus Services to Alloa Railway Station and New Alloa Health Centre connecting the people of Clackmannanshire to the above new services.  This has been completed.
  7. Improving relations with the Local Authority and improving Consultation and Communication with the Local Authority.  This is on going and a high priority for 2010/11.
  8. A meeting venue for Alloa Central Community Council.  On-going.
  9. An improved budget for the Community Council.  Ongoing.
  10. The Italian Twinning.  This is on going.
  11. The establishment of a Community Centre within our ward.  Discussions are still on going.
  12. Establishment of the Alloa Gala starting June 2011.

 

 

We again took part in Remembrance Sunday where the memorial wreath was laid by the Convener (Anna Forbes).  Thank you for all those who attended the service.  We were al asked to take part in the remembrance service in Sauchie.

 

Gary Robertson, Val Hume and Anna Forbes represented the community council at the ASCC General meeting where we were both made very welcomed.  The meeting was held at the Scottish Parliament in November 2009 where new communication links were learned.

 

Our Summer trip to Summerlea in Lanarkshire was cancelled due to lack of support.  However, the 3 trips to the Seagull Trusts at the Falkirk Wheel were well attended.

 

We took part in the volunteers Quiz night and again for the second year running, we did not come last.

 

 

 

Consultations:

 

We took part in consultations for the Scottish Parliament, Clackmannanshire Council

We have approved and objected to a lot of planning applications.  We were invited to view the new Residential Home in Mill Street which the community councillors took part in.

 

Actions for 2010/11 are as follows:-

 

  1. Improving relationship and communications with Clackmannanshire Council.
  2. Making closer ties with public bodies, Scottish Government, UK Government, ASCC while retaining a limited relationship with the Local Authority.
  3. Promoting the extension of boundaries for one community council in Alloa.
  4. To promote public understanding of the Community Council and make them aware that we are here as their voice.
  5. To promote the idea that Alloa Town Centre still requires public toilets for visitors to the town centre.
  6. To join various groups encouraging a working partners with ourselves and other groups.
  7. To promote better relationships on dealing with Anti-Social behaviour within our communities.
  8. To encourage our communities to use their public voice through the community council.
  9. To have more public consultations with communities on issues where they have concerns.
  10. To retain our good relationship with the media and to increase it.
  11. To re-organise the web site for easier access and easier to obtain information and who to0 contact within the Community Council.
  12. To have more closed meetings where only Community Councillors can discuss matters of concern and to make arrangements for dealing effectively.
  13. To promote Clackmannanshire to the rest of Scotland as the place to be and for business to set up.
  14. To care for the residents within our communities and to have more community activities.
  15. To bring back the motto “Clackmannanshire ….. more than you imagine.”

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

Alloa Central Community Council

Minutes of AGM held Tuesday 20 October 2009.

Held in Room 1 Greenfield House Alloa at 7pm.

 

PRESENT: Anna Forbes (AF); Gordon Snaddon (GS); Gary Robertson (GR); Val Hume (H); Cameron Little (CL); Alan Graham (AG); Elected Member Kenny Earl (KE); PC Roy Mitchell Community Police for Alloa Town Centre and Alloa West, Paul Hamill Community Wardens, Lesley Bailey Community Development Officer, Clackmannanshire Council, Frank Gunning ASCC, Bob Heron ASCC and two members of the public.

 

APOLOGIES: Elected Member Janet Cadenhead;

 

CONENOR WELCOME:  The Convener welcomed everyone to the AGM of Alloa Central Community Council.

 

ANNUAL REPORT:  The report for 2009/2009 was accepted by the Community Councillors as a true and accurate reports proposed by VH and seconded by GS.

 

FINANCIAL REPORT:  Treasurer presented the audited accounts to the Community Councillors.  The only thing that the auditor pointed out was that Charity Donations should be signed for.  The treasurer will print up a form to be used in future for singing by a Community Councillor, Convener and Secretary.  The auditor suggested that this should be used for all cheques and then all community councillors will know what is going on and to question relevant finances.  AG Seconded by AF proposed accounts.

 

ELECTION OF OFFICE BEARERS:  AF the Convenor asked Elected Member KE to take the Chair before vacating the chair.  Elected Member KE accepted this.

 

Convener AF was proposed by GS and seconded by GR.

 

Vice Convener  GS was proposed by VH and seconded by GR.  GS accepted the position.

 

Data Protection Officer      GS was proposed by AF seconded by CL.  GS accepted the position.

 

Secretary GR was proposed by AF and seconded by GS.  GR accepted the position.

 

Treasurer GR proposed by VH seconded by AG.  GR accepted the position.

 

Planning Spokesperson – AG proposed by AF seconded by GR.  RM accepted position.

 

Representatives for Joint Community Council Forum – AF proposed by GR seconded by GS.  AF accepted position.  AG proposed by GR seconded by CL – AG accepted the position.

 

Local Channel Administrators – GR and GS will continue to be administrators of the Community Council web site.

 

This being the end of the elections – KE congratulated everyone for their positions

and agreed that Alloa Central Community Council would continue to be a good

representatives for their local communities.

 

Guest Speaker:  ASCC and Lesley Bailey gave an interesting talk on the new model                                                                scheme for community councils and the benefits of the new scheme.

 

Police Report:  PC Roy Mitchell gave the statistics for the area saying that most of the

crimes were detectable and that new fixed penalties introduced where being

successful.

 

Community Wardens Report:  The community Wardens advised that there was some

disruption with youths especially at the roof of alloa library.  There was also lots of

 needles found in Greenfield Park, which they were keeping an eye on.

 

AOCB:  The dates agreed for the year were passed to the community councillors.

Community Councillors had concerns over the JCC becoming constitutionals and wanted to keep an eye on this.  Also, would be good to have John Yellowleas again for transport.
