Minute of Ordinary Meeting of the Council on 11th May 2010

KE

 

KE had no matters arising from the previous minutes but had some concerns over the wording of the minutes.

 

  1. The council has never been in any discussion as to selling the Claremont site to a housing developer.
  2. As to the issue of Clackmannanshire Council not responding to the Community Council and the lack of consultation regarding events taking place in Alloa Central communities, KE will speak to the Head of Department who may get back to us.  The Community Councillors are fed up reading about issues in the paper and not being consulted or being able to answer questions raised by members of the public. 
  3. KE brought up the Hutton Park issue and maintained that Clackmannanshire Council has never created slum areas within Clackmannanshire.  This was a topic of discussion at the previous meeting where a community councillor brought up the issue as many members of the public in the area were suggesting this and asked when things would be being fixed.  It was also the topic of discussion with regards to the Hutton Park Walkabout.
  4. Station Hotel – KE outlined that there were problems not knowing who owned the hotel.  AF advised that it was easy to find out this information by consulting the Land Registrar website.
  5. Traffic Calming/Congestion at Shillinghill Roundabout.  KE advised that this was not a problem.  The comments from the Community Councillors considered it otherwise and that it should be dealt with before it gets worse.
  6. Co-op building is not unsafe.  The Community Council pointed out that the windows were smashed and hanging out and that pieces of glass were seen to be falling on the pavement below.  The building is classed as unsafe as it could cause harm to someone walking on the pavement below.  It is a Health and Safety issue.

 

KE was asked the following:-

 

  1. Will there be a U-turn from the council regarding the Public Toilets issue?  KE had no answer to give.  He was asked the reasoning behind the closure of the Public Toilets and who made the decision.  KE replied “No Comment”.
  2. KE was asked by the members of the public about what can be done to protect cars parked in their street when the funfair is in the West End Park.  AF suggested that a meeting could be arranged with the Community Police and with the residents of the area when he comes back from holiday.
  3. KE was asked why nothing was ever reported regarding good decisions made in the Council Chambers instead of just the childish politics.  This is one of the reasons why the public are disengaging themselves from local politics.

 

WW commented that when he was an Elected Member of Alloa Town Council, Ward 4, people were lining up to get a house in the area.  In general, people took pride in their area.  Now, people are lining up to get out with 22 houses are now up for sale in the area. 

The Elected members also took pride in representing the area as they all held down full time employment or ran full time businesses in the town and were not paid for Councillor work.

 

CL asked KE if it was possible for the Road Sweeper to sweep the road after 10am when there would be fewer cars in the street.  Present time is 8am when residents are still in their homes and the Sweeper is having a problem between the cars.

Treasurer Report

 

 

Bank balance remains healthy.  Cheque has been sent to Data Protection and ASCC subscription.

 

An invitation will be extended to the Sunnyside Residents to come along to our next meeting to collect a cheque for their 40th Anniversary Fun-Day.

 

Italian Twinning Update

 

It was agreed that Mr Cameron Little would be the Italian Twinning Co-ordinator.  At that point AF handed over the twinning forms and said, “Fill these in”.

AF advised that Andrew Mitchell from Alloa BID had agreed to look over the forms.

 

AF reminded the Community Councillors that the Alva Italian Day was being held on 29 June 2010.  All invited.

Glasgow School of Art Presentation

The students from Glasgow School of Art gave the community councillors their presentation of “”The Know It Wall”.

 

The community councillors were very impressed as there is nothing in the central belt like this and they felt that it would be the icing on the cake to finish Alloa.  AF would look into this further for expertise and help from local companies for the students.

Summer outing to Summerlea.  Not a lot of people have come forward to take the trip.  It was therefore agreed to cancel the trip to Summerlea.

 

Election Forms – these will be posted out to the community councillors standing down shortly.  Everyone would try to sign up another person for post of community councillor.

 

Members of the public at the meeting were from Alloa West area.  They said that they hoped that Alloa Central and Alloa West would become one community council as they thought the meeting was excellent.  They also said that the Bowmar area should also be incorporated into the Community Council as they felt that Alloa should not be divided up; this would identify the Community Council as being for Alloa and not just a part of it.  This is confusing the constituents.
