39 year old Neil Fry who absconded from HMP Prescoed on Saturday 23rd January, has been charged with escaping from lawful custody and is being returned to the custody of the prison service.

An initiative is currently under way to increase public representation in crime prevention measures in the Monmouthshire county. Area representatives are urgently sought to represent each policing ward at various levels in this campaign.
The Usk Neighbourhood policing team which covers Usk,Llangybi Fawr,Llanbadoc fawr,Goytre fawr,Llanover fawr and Raglan districts have been asked to find interested parties ,particularly Neighbourhood watch co-ordinators or representatives of similar schemes within our communities, to become involved in this initiative. We would like interested parties from any such watch or other organisation to come forward and contact the local policing team via e-mail at uskneighbourhoodpolicingteam@gwent.pnn.police.uk We would like to help to create a structure where Central Monmouthshire(which includes 13 wards in total) has eventually 2 executive representatives,ward representatives,then each area or street co-ordinators and so forth down to individual membership in a more defined structure than present.The Central Monmouthshire group will eventually form part of a county wide structure. The Usk community representatives will be asked to meet formally and eventually help form or elect the Executive Monmouthshire County Neighbourhood watch committee.This structure will allow us and partners to access to funding streams for a number of local crime prevention issues which are very important in our communities. I would urge contacts to please consider the importance of this structure and volunteer if you can to represent your community.It would be shame if Usk was not represented in the Central Monmouthshire panel. Please also consider forming a new neighbourhood watch if your street or area doesn`t have one. For example,we are presently assisting with the creation of a new Neighbourhood watch at "Burrium Gate Usk" , and with a" Horsewatch scheme " at Usk College and we will always help if we can. If you recieve this message via a third party and feel that your area,street or organisation need a "Neighbourhood watch" or similar scheme and would like to represent your community or organisation in this respect, then again please feel free to simply contact the team with your name,address,telephone number and e-mail address if possible. Despite a relatively quiet start to 2010 crime levels locally have increased recently. Land Rover defender models continue to be targeted over a wide area of Monmouthshire.Four have been stolen in 2010 at Buckholt,Raglan,Monmouth town and Mitchell Troy. Old car batteries are also being taken again with civic amenity sites reporting this type of crime trend.A number of local contacts report unexpected visitors to their homes with similar queries seeking old batteries.Batteries seem to have taken over in popularity from scrap metal.Redline boats at Goytre Wharf reported 50 boat batteries stolen in the 11/01/2010. Commercial premises were also subject to burglaries in January 2010 -The Royal Hotel,Usk ( 0400 hrs 19/01/2010),a quantity of computer equipment stolen at Usk college (on the evening of 25/01/2010) and an attempt burglary was made on Usk Rugby club(0243 am 29/01/2010) but the alarm activated and entry was not gained.(The Royal was subject to a similar crime in late 2009). On the 29/01/2020 a previously reported stolen car from the Pontypool area was found in the Penpergwm area outside Abergavenny.Nearby a number of crimes took place at Bettws Newydd -where the village hall was entered and one local resident found their car had been taken and abandoned damaged nearby.A customers car at Hockey`s Garage has since been reported stolen so could have been taken by the same offenders. The outstanding 4 Absconders from both HMP Prescoed and LLanarth Court Hospital from the 23/01/2010 have now all been traced and returned to the relevant authorities. Fuel thefts have also started again with diesel being stolen at Raglan Parc Golf club,Pantycolin farm,Gwehelog ,at Cefn llech,Llangybi and Laburnum Cottage, Llanover.Fuel thieves seem to be returning to previous crime scenes to carry out this type of crime.Lorries in laybys on our major road laybys (A40/A449) are also reporting this type of crime usually when parked up overnight. On the 13/01/2010 a suspicious fire occurred around lunchtime when a small shed was found ablaze at the Usk adult education centre, Maryport Street. A number of anti- social nuisance behaviour type incidents have occurred this last weekend of the 29th -31st January 2010.These crimes include vehicles and houses being damaged at Usk and Llangybi.Usk nursery reported gates and signs damaged also on the 27/01/2010.Youths are suspected of running over cars in the car park at Maryport Street, Usk- damaging one car on Friday evening.The same evening a metal tipped spear was thrown at a wooden front door at Llangybi and a stone was thrown damaging the Presbytery window on Porthycarne Street Usk, in the early hours on Sunday morning. On the 02/02/2010-03/02/2010 a number of vehicles and sheds/garages were entered in the Usk estates.Residents at Ladyhill/Castle Oak /Castle wood /Burrium Gate/Silure View (and also further afield at Mitchell Troy in the Monmouth area )reported similar crimes. A number of insecure cars were searched and some car owners lost valuables left in these cars over night.An expensive £4000 mountain bike was stolen from local residents shed.Golf clubs were stolen from another`s garage. Please always secure your vehicles and avoid leaving briefcases and other expensive items in your cars overnight.Lock sheds and garages when possible. PLEASE REPORT ANY SUSPICIOUS ACTIVITY PARTICULARLY DURING THE HOURS OF DARKNESS. Dedicated response units are now working in the area increasing our presence as a result of these incidents. This sum was the amount the Council is estimated to have spent in 2009/10 making next year 's budget zero growth. This is in line with therestraint be requested on public expensditure in the next financial year. John Turner Clerk Council to Support Usk Summer Play Scheme 01 February 2010 The Council has decided to financially support the Usk Summer Holiday Play scheme again this year.The scheme which is organised by Monmouthshire County Council was run for the first time in 2009 and provides play facilities for schoolage children in usk and surrounding areas. The phone equipment is soon to be removed and the Council will decide how the kiosk will be ultilised in the future. 39 year old Neil Fry who absconded from HMP Prescoed on Saturday 23rd January, has been arrested.
He was arrested in the Brockworth area of Gloucestershire this morning, Monday 1st February 2010 and is currently in police custody. This represents a zero % increase on its estimated expenditure in the year 2009-10. 31 year old Matthew Zammitt Davies who was arrested after failing to return to HMP Prescoed on Saturday 23rd January, has been returned to the prison authorities.

63 year old Graham Dean, who absconded from HMP Prescoed on Friday 16 June 2006 has been arrested in Bristol by Avon and Somerset Police and is currently in police custody.

31 year old Matthew Zammitt Davies failed to return to HMP Prescoed on Saturday 23rd January.
He was convicted of assault and theft at Swansea Crown Court in October 2006. He is not a sex offender. Matthew is described as white, 5 feet 7 inches tall and of slight build. He has light brown hair and was last known to be wearing blue jeans, a black sweatshirt , white trainers, a black scarf and a black pair of gloves. Matthew is known to have links in the Swansea area. Its believed there may be a potential risk to members of the public due to the fact that the individual is no longer in the custody of the prison service. Gwent Police has activated its operational plan with the aim of locating the individual and the prison is co-operating fully with us. If they see him, members of the public are advised not to approach Matthew Zammitt Davies and to call police immediately on 01633 838111. Within the last 40 minutes an Absconder has been reported missing from HMP Prescoed. This individual is a white male ,born in 1971, five foot nine inches tall ,of slim build with short fair hair.He is believed to be wearing civilian clothing.He is not a sex offender.Do not approach this individual but call us if you believe you may have seen this person walking or seeking a lift in the area.Anyone who may have seen this individual this afternoon is asked to call Heddlu Gwent Police immediately. Since my last Police report on the 13/12/2009 the following has occurred. On the 13th December 2009 a moped was removed from a cottage at Llanover.The moped was later located a short distance away in a nearby wood undamaged and was recovered by the loser. On the 17th December 2009 an Ivor Williams double axle trailer was reported stolen overnight from the side of a shop premises at Twyn Square,Usk. On the 18th December 2009,staff at the Usk civic amenity site reported 30 old car batteries had been taken overnight.The lead is sought after in these batteries and these sites are being subject to this type of crime throughout the county. On the 21st December 2009,a car door lock was damaged at Ladyhill close,Usk.Nothing was stolen. There has been no crime reported since the 21st. I would like to re-iterate that Monmouthsire is an extremely safe place to live and work in,with some of the lowest crime rates in the country. Since my last report,the following crime has occurred in the Usk and Raglan policing districts. On the 2nd -3rd December a number of incidents occurred in the Penperlleni area.These included the Scout Hut being entered overnight and it appears a bed was made up inside the hut.The Goytre stores shop was found to have a damaged window display and alcohol was taken through a smashed window,two cars were damaged on the nearby Goytre car company forecourt and Horse tack was also reported stolen at Stables on the Plough road. On the 4th December 2009 an attempt burglary occurred at a rural dwelling in Rhiwlas.Nothing was stolen but items were disturbed just inside and around a ground floor window. On the 4th December 2009 - 4 males were arrested at Usk for calling door to door trying to sell items.Please continue to report such matters.The males were not in possession of "peddlars certificates". On the 6th December 2009,a horsebox was stolen off a yard just off the Usk-Raglan road at Gwehelog.On this date £750 worth of parafin was reported stolen from a storage tank at a Glascoed property and two males were disturbed at a Llantrisant underpass(around 2230-2300 hours) -where a tractor was found at a nearby farm with fuel stolen from it`s tank.A small silver Citroen berlingo type van was seen at the underpass with these two males.containers were left behind. Please report any similarly described vehicles seen in suspicious circumstances. On the 9th December 2009 a number of calls were forthcoming from Raglan residents responding to salesmen calling on doors in the Raglan "cold calling zone".I appreciate these calls made and Monmouthshire trading standards department are now contacting this company about their actions on this date. On the 10th December 2009,one burglary and two attempt burglaries were reported at Castle Oak and Wallace Close, Usk.It appears a number of ground floor windows were found damaged but no entry gained on these houses.One address reported jewellery/cash stolen after entry had been gained.These crimes could have been committed on/around the 09th. On the 11th December 2009 ,at around 3am, a quantity of cigarettes were stolen from the One Stop shop,Maryport street,Usk.The offenders were recorded on CCTV forcing their way into the premises.Premises of this type are being targeted in the lead up to XMAS. Also on the 11th a rear "hard cab" fixed on a Mitsibishi L200 pick up was removed overnight from a yard at the A472 Monkswood.
