3.  COMMUNITY  POLICE  REPORT:

P.C. Taylor gave his report for the Month of May.  Total Number of Calls 76 - majority being Breach of the Peace, noise issues. 4 thefts from the retail park.

Issues Raised were:
1. Blue Lorry has been removed from outside Blockbusters

2. Speeding in Milton of Leys & outside the School. Road Policing were aware

3. Cars parked very near Junction

4. Driving Schools using busy roads for 3 point turns.

4. TALK  BY  THE  PLANNING  DEPARTMENT:

Demystifying small planning processes & procedures.

Mr D. Polson assisted by Ms N. Drummond gave a most interesting & informative talk about if & how to proceed with planning permission in respect to our homes and an insight into larger applications and procedures.  All details can be found on the Scottish Government’s Web Site.  The Highland Planning Department hope to have shortly all planning applications on line so they can be viewed without the need to go into the Office.

5.  MINUTES OF THE LAST MEETING

6. MINUTES  ARISING

a)  Inshes School flashing lights are now OK.

b)  New SIDS  There are 6 points, 1 in Westhill & 1 to be allocated, hopefully soon to be working.

c)  Rubbish bins, ongoing Councillor Prag will investigate.

d)  News about Mail Boxes - ongoing.

e) G ate at top of Druid Temple Rd to the Golf Course now unlocked.

f)  Update on Scottish Association of Community Councils. Their Web Site is down, only 1 newsletter to date. A letter has been sent to enquire about their activities before subscription is paid.

g)  Consultation on Draft Model Scheme of Establishment of Community Councils & Draft Code of Conduct of Community Councillors.  These have been discussed by the Community Councillors and the questionnaire answered and returned anyone wishing to see these documents are welcome to do so.

 h) Notice Board at Tesco, Inshes.  Tesco have now indicated that they are willing to display our notice board.  The cost of purchasing will be approx £200 . The Ward Manager does not think that this can come out of the Ward’s Budget, Councillor Crawford will investigate, in the meantime an application form will be submitted.  It will be large enough for Westhill, Drakies & Hilton, Milton & Castle Heather Community Councils to also use.

7.  TRUNK ROAD ISSUES

The feeling of the meeting was that the two suggestions put forward by the Roads Department would not benefit the Residents on the south side of Inverness in fact would lead to longer and tortuous journeys . The main purpose seems to be to get funding from the Scottish Office in the present round of applications and also to free up part of the area designated for the HIU.  A letter of 30 points has been sent to the Roads Planning Dept with details of objections & suggestions.  Councillor Prag urged everyone to write in with their comments as he felt this was most important.

Rev Lacy from Inverness Civic Trust brought their similar ideas to the meeting.

8.  INSHES  ROUNDABOUT

What is offered in the above Trunk Link Road suggestions are not the solution to the traffic problem. Analysis of the traffic flows on Longman, Raigmore and Inshes Roundabouts need to be done as there is a knock on effect.  Pedestrian traffic lights add to the problem ( Bridges, underpasses should be considered ) Less Roads onto Inshes roundabout, with better lane markings & discipline would help.

9. TRAFFIC  PROBLEMS  AROUND  INSHES SCHOOL

A Working Group under Mr J Bruce and the Head mistress has been set up to try to address the above.  The School car park is not adequate & is closed to everyone but Staff & the School Buses during School time.  The Buses only drop off the children and monitored into school by the Staff.  This has had an impact on local residents as up to 30 cars can be parked by the roadside making the road single carriageway.  Most Parents /Guardians act responsibly but a few can cause problems. When the Milton of Leys link road is finished (? August) then the buses may be stopped & more cars will be used making the problem worse.  Suggestions made already are 1. Widening the road on one side to facilitate parking 2. A Lollipop man to see the children across the road (the pedestrian lights can slow up the traffic) & help with keeping the traffic moving. 3.The Parents hire buses and pay for their children.

Other areas of ground were identified by members of the public, which could be used for parking. Local residents complained about the speed of motorist around the school & incidents of road rage.  The working group will keep us informed.

10.  MILTON  OF  LEYS - COMMUNITY  FACILITIES

The Working Group are meeting this Weds (June 5th). Concern was expressed about the lack of advertisement for this development. A Care Home has shown interest. The area the church was interested in has now been declared unfit for building (due to industrial material having been dumped) and can only be used as a car park therefore the whole site has to be re-planned. The working group are unhappy about residential units being proposed for the site . Assura,  Apple Care & Boots are said to be showing interest.  There appears to be activity on the proposed School Site!?

11.  SOCIAL  EVENT

We had hoped to have a Summer Fun Day at Inshes Church, To bring the community together, raise money for Inverness South & highlight the possibility that if one of the road schemes goes ahead we could lose our only Church and Community asset.  It is proving difficult to arrange a date, hopefully in Sept but failing this we will try and arrange a Carol Concert /Service for Inverness South Community.

12.  PLANNING  APPLICATIONS

a) The Link road from Milton of Leys to Inshes has been passed by delegated powers and should commence soon. This will release a large amount of land for housing at Parks Farm and Milton of Leys. We still have concern about the traffic calming measures & bridges but TEC services are well aware of these.

b) Assura Properties.  Medical Centre 08/00381REMIN

The amount of information on the internal layout given is inadequate.

The Medical Centre has increased from 2000m2 to 5000m2 Why the increase of size?

The outside appearance is industrial, large & intrusive , not in keeping with the residential areas around it. Much more imaginative & sustainable design is needed. Has the transport needs been thought about ?

c) Home Farm Bogbain.   08/00402/FULIN

A similar application was withdrawn only the day before this was submitted. This application only differs slightly in the business plan.  Our objections to the previous plan still stand as we do not wish to have the view of the Moray Firth spoilt by development. The business plan is flawed with the best agricultural land being used for buildings. Does a Farm workers needing a 1 acre garden!.? A Farm worker can be easily housed in any one of the applicants developments to be nearer to the stock.

      3. Community Police Report

      PC Gary Taylor was in attendance and gave his report covering February, March and April. Relatively speaking these were fairly quiet months with the usual number of reported incidents with nothing out of the ordinary to report.

    *  The blue lorry issue goes on though the police are in contact with the owner.

    *  The perception is that many drivers are ignoring the 30mph in Milton of Leys and PC Taylor was asked to please take note of this. It is hoped a police presence will identify the perpetrators soon.

    *  The flashing “school” light – Gavin will check if works properly now.

      4. Minutes of Last Meeting

      These were proposed as true by Bob Roberts and seconded by Liz Gilchrist.

      5. Matters Arising

      5.1 Smiley Faces (SIDs) – Gavin will check with SRTS that everyone is in agreement about the positioning of each one.

      Jean pointed out that we do not yet know when they are to be installed.

      There seems to be some confusion with regard to total numbers. This arises from both ISCC and SRTS requesting SIDS before collaborating with each other. It may be possible to give 1 to Westhill Community Council if there is surplus to present requirements.

      Everyone was reminded that SIDS are only effective if moved around the area rather than being static and if there are too many in one area they tend to be ignored.

      Councillor Prag offered to contact Charles Stephen, Ward Manager to check if he is satisfied that everyone involved has agreed SIDS numbers and positioning.

      5.2. There is a necessity for rubbish bins and dog waste bins in Boswell Road, in the primary school vicinity and close to the burn. Councillor Prag will email Ian Wallace TECs and/or Jean will approach direct.

      5.3. Tesco (Inshes) - The community notice board has not progressed. A final letter will be sent to the store manager in the hope that this can be settled.

      5.4. Mailboxes. No further forward although Royal Mail are said to be monitoring the situation. Another attempt will be made to move this on.

      5.5. An invitation will be made to Mr Hector Robertson to do an update talk in September or October.

      5.6. Jean reports that the kissing gate, (referred to in 14.1.of the previous minutes) is ongoing. Stewart Easthaugh of Paths/Rights of Way has been informed of inaction and will investigate.

      5.7. The ban on cars entering the school car park to drop off and pick up children is largely successful although slow moving traffic and congestion on the local roads is causing some antagonism. A solution must be found to this and to the problem of keeping children safely away from moving traffic outside the school when there is a build up. With cars moving out and in from the kerb, the danger to small children is potentially life threatening. Various options are being discussed between concerned parties with a view to successfully reducing the risks. It was pointed out that when the new link road between Milton of Leys and Inshes is complete and with 3 phases of houses yet to be built, there will be a new set of problems. The buses will be withdrawn so more children will be walking, cycling or being dropped off/picked up in cars. Ultimately, widening the road at the school seemed the best long term solution for Inshes Primary and assuming the planned school at Milton of Leys goes ahead; this would ease some of the congestion.

      In relation to the school parking issue, Kilmartin Group who own the land where there are car parking facilities, (where Harry Ramsdens is situated) have made it known they will not accept liability if drivers use this area for school purposes.

      6. Community Facilities Milton of Leys

      6.1 Veronica reported that it is highly unlikely Milton of Leys will have any medical facilities. Funding is not available through the NHS as, it is deemed, there are ample facilities to cope with the current population nearby. A GP could ostensibly set up a practice but only if able to secure funding out-with the NHS.

      6.2. Gavin reported that there are still significant issues between the developer and Milton of Leys residents with regard to the community area, yet to be developed. It is thought Inverness Christian Fellowship will continue their negotiations to purchase land to build a church. This is ongoing.

      7. General Matters

      7.1. The Milton of Leys to Inshes link road was discussed at length. Gavin attended a parent council meeting where a working party has been set up, headed by John Bruce.

      7.2. Liz and Veronica attended a lecture given by world renowned urban designer Andres Duany (of DPZ and Company), in association with developers Moray Estates at Eden Court on 25 April. Liz gave a very pleasing account of the proposed new town of Tornagrain, which could be developed between Inverness and Nairn along the route of A96 corridor. Much research has gone into the planning, taking DPZ to other parts of the UK, Holland, Denmark and the USA as well as an extensive tour at Scotland to develop their masterplan which includes approx.4,500 homes, schools, shops and business facilities. A planning application will be made shortly and it is hoped that work will start in 2011. This new town will develop in phases over a projected 30 year span.

      This is an innovative and exciting new way of planning with infrastructure taking an integrated priority. This project has the potential to be a model of sustainable development.

      The design excludes the importance presently given to cars, being more pedestrian/cycle friendly with squares and places for people to meet and congregate. There will be a mix of housing, with all local facilities, and close to large business areas for potential employment, all with excellent transport links

      7.3. Liz has been approached by MSP Mary Scanlon with the idea of having a social event which would be held at Inshes Primary School and to include local groups associated with the school. Angela Donald, school librarian welcomes the idea and is willing to help. Funds raised could be put towards each of the groups, including the school.

      A favourable response from the meeting has set the ball rolling. After some discussion, it was thought the best time would be sometime next month before the summer holidays. Following discussions with the school and PTA - this event is now moved to some time after the holidays. Date to follow. Volunteers to help would be welcome.

      8. General Planning

      Bob reported:

    *       Anomalies were reported by residents regarding a development of flats on Druid Temple Road. Bob wrote to the Planning Dept to complain about this and also to highlight the present trend of some developers straying from the original design plans and failing to consult once they have secured planning permission. This particular issue is currently under scrutiny but not before causing a great deal of stress to local residents.

    *      0800300/FULIN – Plan - Extension to fairways Bar. Small extension to the rear of the building. Plans displayed at the meeting.

    *      ASSURA. 08/00382/FULIN – for a medical centre, pharmacy and associated services at Slackbuie. There is no mention of a care home. Although this item is on the weekly list, Bob has no plans to show. They are being requested.

    *      ASDA –enquiry pending. Bob feels we should be represented at the enquiry as it is on our patch.

      9. Correspondence

   1.  Letter from NHS Highland – giving notice of an application from Assura Pharmacy Limited for inclusion on NHS Highland’s Pharmaceutical List. Comments (if any) by 22 May. None were raised at this meeting.
   2.  From Safer Scotland (Scottish Government) – Re: Alcohol Licensing (Scotland) Act 2005, highlighting the transitional period which began 1 February 2008 and will come onto full effect 1 September 2009, from which time, members of the public will become more involved through Local Licensing Forums. More information in a link from our web site or you can go to www.infoscotland.com/licensingact. I also have some leaflets if anyone would like one.
   3.  From Highland Community Mediation which is run by Highland Council since 2004. Letter and leaflets explaining the mediation service, which is free of charge to anyone living in the Highland Council area. Can be used helpful in neighbourhood disputes.    4.  A subscription renewal form for Scottish Community Council Association.
   5.  Consultation on Draft Model Scheme of Establishment of Community Councils and Draft Code of Conduct for Community Councillors. The consultation runs to 1st August. A separate meeting to discuss and respond will be arranged by Veronica.

      10.AOCB

      10.1 Gavin - indicated that he feels it would be useful to have Nicola Drummond or David Polson from the Planning Department give a talk on planning issues as they relate to/ affect home owners (demystifying the processes).This was approved and Gavin will notify them that our June meeting is able to accommodate a talk and refer back with confirmation.

      Westhill Community Council requested we make it a joint meeting. This was agreed.

      10.2. Meg reports continuing problems related to Dell of Inshes Road. It was felt that ISCC could not deal with them should instead be referred to Highland Councillors.

      10.3 Meg also reports dissatisfaction that previously requested household bins to residents in that road, have not still not materialised.

      PC Taylor is on annual leave so no report available. Carry over to next month.

      3.1 Matters arising from previous meetings:

      Blue lorry still in the car park at Harry Ramsden’s.

      Flashing light outside the school - unresolved. (Councillor Pedersen will take this further).

      Graffiti has been cleaned up.

      4. Minutes Of  Last Meeting

      5. Matters Arising

      5.1. SIDs (smiley faces) – Jean will liaise with SRTS and Charles Stephen, Ward Manager, to ensure these are sited appropriately and without duplication.

      5.2. Salt/Grit bins – There is inconsistency. Bins appear in undesignated places while more vulnerable places are neglected. TEC services will confirm where bins are to be sited though there is no immediate hurry since we are now into the spring. Requests for more bins must now wait till next autumn.

      5.3. Rubbish bins –Councillor Pedersen will follow up.

      5.3. Tesco Inshes branch manager (responding to a letter) has contacted the secretary, leaving his phone number, to be contacted with regard to setting up a suitable notice board area for Community Council information. However, he has proved difficult to contact over a period of weeks. The secretary was advised to contact the Tesco Extra Manager to see whether he is able to help establish a link.

      5.4. Councillor Pedersen met with David Summers, TEC services transport development officer, and with Stagecoach, re public transport difficulties being experienced at local level. The Streetscape project in the city centre has disrupted services and the city centre is at capacity as far as buses are concerned. However, there will be an opportunity for re-orienteering bus routes in the near future when the new link road is in place.

      5.5. Following last months talk by the Mr Robertson and Mr Mackenzie from the Department of Education, it was agreed by ISCC members that another invitation for an update talk for September would be appropriate.

      5.6. Royal Mail has not yet indicated the outcome of their review regarding mail boxes. Follow up.

      6. Co opted new member to ISCC

      Gavin Norton has been co opted (with the overwhelming agreement of the council) as a voting member to ISCC. He is a member of the Highland Children’s Panel; his links with the Inshes Primary School, Inverness Crime Prevention Panel and the work he carries out as an active member of MoLRA are all useful adjuncts of knowledge and experience to this community. As a member of RAF Aircrew, it is understood that he will not be able to attend all meetings, so Liz Gilchrist will deputise for him in his absence.

      7. Treasurer’s Report

      Bob Roberts reported that that the ISCC bank account is now up and running with £654.27 transferred from the previous community council office bearers.

      8. Water and Waste Water Management - Presentation by Susan Haslam (SEPA)

      Susan Haslam gave a very informative illustrated presentation on the policies and work of SEPA.

      SEPA is the public body responsible for environmental protection in Scotland, tasked with applying a wide range of legislation, more than 50 different directives and acts, covering everything from septic tanks to nuclear power stations. Their aim is to reduce pollution, promote the sustainable use of resources and protect and improve the quality of land, air and water. They are directly accountable to the Ministers at the Scottish Parliament.

      Susan gave the audience an overview of the work carried out with particular emphasis on Water management in the Inverness South area. We learned about the problems arising from new build developments due to reconstruction and sealing of ground affecting water courses, which increases the likelihood of flooding and pollution. In line with European Water Framework Directive, sustainable drainage systems (SUDS) and balancing ponds offer an effective method of managing water flow from saturated ground to the burns and rivers around Inverness. SUDS can be seen on all new housing estates in the area so it was interesting to know the various techniques and design options to best suit the particular environment. We were also shown various other methods of managing potential flooding, e.g. Swales, which are wide ditches designed to hold storm water, permeable paving and filter drains which all allow slow water seepage to the ground rather than pooling on the surface.

      With the effects of population increase and global warming in mind, Susan went on to show the impact of water levels rising, particularly in older type drainage systems and on rivers. SEPA advises the construction industries and other bodies on modern, sustainable methods of water management. She advised the audience that anyone who has environmental concerns or requires information should contact the local SEPA office.       Questions and answers followed, demonstrating the interest in the subject. Susan gave freely of her time and remained to the end of the meeting if anyone had other questions for her. One local concern of possible pollution of Culduthel Burn was highlighted to Susan. She will have the matter investigated and dealt with appropriately.

      Veronica thanked Susan for a most interesting talk and the audience showed their appreciation in the usual way.

      9. Affordable Housing Development Plan Policy Guidelines Consultation Draft

      The consultation form for comments on options for change has been completed and sent away.

      It is proposed that 25% of all new housing developments should be Affordable Housing. Some thought needs to be given as to how this would work in certain situations e.g. a development of only 4 houses where 3 are owned outright and 1either for rent or Homestake would cause possible management issues.

      It was felt that in developments of under10 houses, the 25% rule should be subject to scrutiny on a case by case basis.

      10. Link Road Milton of Leys

      With regard to the planning application submitted by Tulloch, the planning sub committee raised some concerns.

      Mini roundabouts – from passed experience this is unlikely to be effective as a traffic calming method.

      Are strategic pinch points not a better alternative?

      The bridge at the District Park is shown as wooden. Green Inverness preferred a “green” bridge with grass. Tulloch were not aware of this.

      The width of pavement/cycle track at only 3 metres may cause cyclist to use the road which is too steep in places for safety.

      Icy conditions would require priority gritting to road and path because of the steepness and to facilitate a safe route for school children and buses.

      The placing of SIDs and repeater signs thought necessary, through the park in particular.

      What measures are being taken to prevent humans and animals sliding down the embankment in the park on to the road where it goes through a cutting?

      This road could become a dangerous rat-run if preventative measures are not put in place to stop HGVs.
      Perhaps “Access Only” signage or similar.

      How to prevent motorcycles using it as a race track?

      Could the road have a different construction surface through the park to restrict speeding?

      There may be requirements for bus lay-bys. Better to install these during initial construction to prevent disruption and further expense later.

      N.B. Councillor Pedersen and Councillor Prag did not take part in this item.

      11. Community Facilities – Milton of Leys

      Background

      Amid mounting resident’s concerns regarding lack of any community facilities at Milton of Leys, a small group from MoLRA and ISCC members, Ward Manager and Inverness South Highland councillors came together earlier this year under the chairmanship of Councillor Pedersen. At the first meeting, following much discussion, a decision was taken that Charles Stephen Ward Manager, would meet with Tulloch and Burns & Partners to discuss the concerns and frustration felt by residents.

      The land set aside by Tulloch for community use had recently become the subject of much speculation as it was known that several prospective business interests  had found Burns & Partners (as agents) less than helpful when enquiries were made.

      A small working group of 3 will now take negotiations forward and report back to the main group as and when necessary.

      Points from the first meeting were:

      Blocks of flats should NOT be sited there.
      Flats not seen as a community facility but as a commercial enterprise. Also, flats so close to (sites for) a nursery and a primary school are seen as problematic from a security point of view and because of traffic issues in a limited space. Flats above shops would be more acceptable.

      No one wanted a care home sited there either.
      Also seen as a commercial enterprise, not for local community to use in a way that would benefit the local area.

      Explore the potential for land to be gifted to a church which would serve the community in many ways with facilities to establish a community base for recreation and education purposes, i.e. providing somewhere for the community to come together as individuals and in organised groups to follow various pursuits.

      · Could the site be re-jigged to make it more user friendly?
      

      The up to date information following meetings is:

          Flats above shops are opposed by the developer as less desirable and restrictive.

          Church – discussions on-going, although gifting the land does not seem to be an option

          Retail units can be sited more appropriately to community requirements.

          Care home – developers not willing to concede and appear to be in discussion with a care home developer re taking this forward

          Parking issues have been addressed along with entry and exit roads on the site.

          Retail business interests – awaiting outcome of negotiations with at least 2 interested parties.

      12. Milton of Leys Update

      See 10, 11 and additionally: Liz and Veronica met with Dr. Ian Scott form Highland NHS to discuss Milton of Leys as a possible opportunity for future medical facilities. The population of the area is growing and everyone has to travel some distance (usually by car) to GP surgeries. Dr Scott thought ISCC may be interested in having a presentation on the subject.

      13. General Planning Matters

      13.1 The McGinnis Group have re submitted their revised plans, similar to those seen by the planning sub committee and at the previous public meeting. Only comments from the sub committee are:

      That play equipment in the LEAPs should be varied to accommodate age ranges: toddlers, 5 -8 year olds, and 8-12 year olds separately.

      The “glade” will eventually incorporate the flood relief channel and will have water in it most of the time, presenting a danger to children. There is also a question of who is responsible for the maintenance of this area.

      13.2. Cairn Housing Association has also applied to build 28 low cost houses at Slackbuie. No problems noted.

      13.3. Plans related to above, link road and the District Park were displayed at the meeting for viewing by everyone. Jean also indicated that the draft copy of Core Paths of Inverness was also on display.

      N. B.  Councillor Pedersen and Councillor Prag did not take part in this item.

      14. AOCB

      Gavin Norton asked how to progress play areas for the Redwood area of Milton of Leys. This development preceded the legislation on the provision of play areas. He was advised to take this to Charles Stephen, Ward Manager.

      Gavin also brought up the closure of the primary school car park to parents and guardians dropping off and picking up children. School buses will continue to be allowed access for safety reasons. It was noted that the head teacher and education authorities had the right to make these decisions on Health and Safety grounds in the interests of all concerned. It was hoped that constructing a bus bay on the road would eventually solve the need for buses in the car park too. Having a lollipop person or traffic warden to control the traffic to allow safe crossing was also thought worthy of consideration.

      Gavin said his greatest concern is for the safety of nursery children, and their parents/guardians, who also have pre-nursery age children to care for simultaneously.

      Undoubtedly this topic will be discussed at the next parent council meeting and SRTS, if someone from ISCC is able to attend, it may help communicate support and understanding and to forge links between all groups.

      14.1 Jean reported Fairways Golf Club is not complying with their agreement to unlock the gate and install a Kissing Gate at the top of Druid Temple Way. Stewart Easthaugh is following this up.

      14.2 Attention is again drawn to the ISCC website. If there something of interest to the community anyone wishes to be placed on the site, please communicate with a member of the council. ISCC would also welcome suggestions for topics of interest for discussion and anyone wishing to join the community council should contact any member of the ISCC to discuss further.       1. INTRODUCTION AND WELCOME

      3. COMMUNITY POLICE REPORT

      Postponed to April when it is hoped PC Taylor will be in attendance.

      The following points were raised from the previous minutes.

      3.1 The blue lorry is still parked near Harry Ramsdens.

      3.2 On-going concerns about speeding on Stevenson Road, Boswell Road and the B9177 (Milton of Leys). SRTS have a particular interest in this.

      It was explained that surveys have been carried out on these roads. Police, whenever possible, will target these areas with radar equipment and we await results.

      3.3 Druid Temple Way Neighbourhood Watch has been contacted by the Crime Prevention Officer.

      New concerns raised include:

      Graffiti: bus shelter on Stevenson Road with green spray-paint.
      Mailbox has been scratched and defaced on the side.

      Large dogs are being tied up unattended outside Tesco in the Inshes retail park.

      The 20 M.P.H. flashing light outside Inshes Primary school is not working when it should and working at times it should not. Councillor Pedersen will contact TEC services as these are centrally controlled.

      A Wester Inshes resident asked what could be done if a neighbour were not complying with the Conditions of their House Deeds. Heatherbank Residents had similar problems.   Having sought advice from the Scottish Executive, they were informed that Feudal Superior had been abolished and it is now up to individuals or collective residents to see that the Deed were complied with. It was suggested in the first instance, a letter from the Residents Association may have the desired effect. If not, a solicitor, for advice.

      MATTERS ARISING

      5.1 Speed Indicator Displays (smiley faces): 2 will be purchased from the discretionary budget for use throughout the Inverness South area. They are only effective if moved around.
      TEC services will take this forward and it may take up to 3 months to get electric supplies to appropriate lamp posts.
      Jean Pumford and Ian MacFarlane accompanied the Ward Manager to identify suitable locations, taking into account the SRTS report.

      The locations (in addition to the one already sited on Stevenson Road) are:

      Further down Stevenson Road near the entrance to Miller St.

      On the road down towards the school, near to the path leading to Inshes Park.

       Milton of Leys, near to Redwood Crescent

      Angela MacIntosh informed the meeting SRTS have also purchased 2 Speed Indicators besides having requested ISCC to help with obtaining same.
      They were requested to contact the Ward Manager, so that there is no duplication with siting and so that they can be used to best advantage.

      5.2  Dell of Inshes Road:
      Work commences to make this road a cycle/pedestrian track, on 3 March. Until the appeal is heard at the Scottish Office the road will remain open for local access traffic.

       Druid Temple Way: Grit bins now filled.

      Jim Fraser from Highland Council advised street sign for Culduthel Approach Road is ordered and will be erected when the road is adopted.

       4 Rubbish bins on order, 2 of which will be sited by the bus shelter on Stevenson Road and 2 on the other side, 1 between Miller Street and Wade Roundabout and the other 50yds towards Wester Inshes from the far entrance to Miller Street as both areas are notorious for dog fouling. Rubbish bins can be used for dog waste provided it is properly wrapped in plastic bags. (Community Library supplies).

       So far, no response to making the area more attractive and to naming roundabouts.

       A letter has gone to the Kilmartin Group about the litter on Inshes Retail Park.

       A letter has gone to Tesco about a Community Notice board.

       There has been no progress about recycling bins at Dell of Inshes.

      5.10 Councillor Pedersen will look into public transport issues in Inverness South.

      TALK ON EDUCATIONAL NEEDS TO MEET THE POPULATION GROWTH OF INVERNESS SOUTH

      Guest Speakers Mr Ron MacKenzie, Head of Support Services, Education, Culture and Sports Service and Mr Hector Robertson, Area Education, Culture and Sports Manager were invited to address the community on how their Department are meeting the education needs of the population growth of South Inverness.

      Joining the meeting at 8pm Mr MacKenzie gave a resume of their background and responsibilities. He explained that he had been responsible for asset management since July 2007. His overview of Highland Council’s remit of education needs adopts an inter-service approach with Planning and Development, Housing and property Services. He outlined the rolling 10 year auditing plan that is in place, this was last looked at in 2003. All highland schools are ranked from A-D assessing condition of structure and suitability for purpose.

      In the short term, 4 to 6 months being the time factor given, a number of proposals will be put forward and this will be looking at both Primary and Secondary Schools. Roll number expansion in both Inverness Royal Academy and Millburn Academy will be assessed as these are the two reception Secondary schools for South Inverness.

      The questions and answers session that followed was wide ranging, varied and often well informed. Historical proposal that have not reached fruition exemplified by the absence of a school at Milton of Leys was discussed. The topical question of why the burgeoning housing development in South Inverness had not been addressed in term of school provision. Considering that 2-4 bedroom houses are the build of choice and demand; the gentlemen were asked, if the obvious increase in the number of pre- school and school children generated by the increase in housing was given consideration.

      Facts such as Inshes Primary School having reached roll capacity, currently having a 2 class room extension and the loss of Nursery 3 were some of many concerns raised. The influx of migration families, language issues and the general inadequate provision of Nursery places in this vicinity were also questions that concerned the audience. It was stated by Mr Robertson that 2 classrooms in Drakies Primary School were being made available for Nursery children.

      The methodology favoured by Highland Council is the Scottish Model of 0.34 children per household, this was debated by the floor and in response to the questions and anecdotal evidence Mr Mackenzie admitted to getting it wrong. A general consensus of opinions from the community hint that facts and figures do not add up to an adequate provision of schools for this highly developed and developing area of the city.

      Mr Mackenzie and Mr Robertson responded to all questions and queries, perhaps not always with the desired answers. They gave an account of their individual and collective tasks and outlined the difficulties and constraints when assessing the educational needs of Inverness South and the wider Highland community. Their welcomed presentation and responses to a variable assortment of community feeling and concerns was closed with the re affirmation that proposals would be put before Highland Councillors within  4 to 6 months.

      Jean thanked the invited guests on behalf of ISCC and the attending community members.

      McGINNIS GROUP UPDATE

      The revised master plan will be submitted as soon as possible.

      Some concerns were expressed about play areas, parking and pavements at the meeting although there had been an opportunity to discuss these with the developer at the open meeting on February 11.

      8. GENERAL UPDATE

8.1
District Park:
 A well attended consultation meeting was held on 27 Feb, chaired by Councillor Pedersen

 A talk was given by Sgt.Vince Tough on safety in the community.

Two P7 pupils gave a very good presentation and a well thought out wish list for their park. Debbie McGuire from Green Inverness gave a comprehensive illustrated talk about how the park should progress. Of the main themes, ownership of the land and the time scale for implementation featured in the question and answer session. It will be in 3 phases, with phase 1 beginning at Sir Walter Scott Drive-Stevenson Road. There should be an all weather complex of 5 aside football pitches, privately owned but for use of the schools during the day. Phases 2 and 3 will gradually be constructed, finishing at Milton of Leys. Most of the park will be kept natural with minimum maintenance and will include a “green bridge” crossing the link road from Milton of Leys to Inshes, which is yet to be completed.  8.2.
 Village Hall Summit Meeting – Aviemore
 Veronica (chair) and Cathy (secretary) attended a summit on Village Halls in Aviemore on 28 Feb. It was hosted by the Scottish Council for Voluntary Organisations (SCVO) and attended by 250 delegates from the length and breadth of Scotland. Richard Lochhead, Cabinet Secretary for Rural Affairs and the Environment was the keynote speaker. He announced new funding for rural communities.

The commitment and dedication to fund-raising for the provision and maintenance community halls amongst the delegates was impressive.
 However, it became clear that Inverness South could not benefit from the various funding opportunities on offer; not being rural enough.

 8.3.
Asda update: The public are asked to write with their support to the Scottish Office.
 Councillor Holden was very concerned about the conditions imposed on the planning permission especially the clause saying that 20 metres from the Trunk Link Road should not be developed. He fears this may jeopardise Asda’s whole development. The Chair mentioned that Fairways Golf Club extension had a similar clause of 15 metres.

MILTON OF LEYS UPDATE

 9.1.
The NEAP is on-going. Footpaths will start when weather permits.
 Should be completed by the end of summer.
 Play area being constructed on phase 7 and additional equipment coming for phase 6.

 9.2.
The second Group meeting was held on 26 Feb where Charles Stephen gave an account of his meeting with Tulloch and Burns Partners. Following a general discussion, Charles will arrange another meeting with Tulloch and a sub group. Next meeting for the whole group is 10April 2008. Venue to be announced.

9.3.  Link Road between MoL and Inshes:
 A letter received from Tulloch asking for ISCC comments to the draft proposal. Local concerns are that the road could become a Rat Run. However, the letter states that consideration will be given to designs which will control traffic speed and which will allow safe pedestrian and cycle access across the road.
 As this road will cross the District Park, the matter was discussed at length at the meetings regarding the District Park.

      GENERAL PLANNING

 10.1. Bob (Planning Secretary/Treasurer) and Veronica (Chair) attended a meeting on National Planning Framework 2, a Scottish Government Consultation exercise.

The key elements of special strategy to 2030.

 A list of national developments (all central belt)

The one observation of the Planning framework was the need for infrastructure to go in first and housing built around it.

 Naming of streets in the Culduthel Farm/ Mains area:
 It would be something we would like to do but after consultation with the community and not “urgently” as requested.

Balvonie Housing Fair:
 Infrastructure and the house plans to be heard Tues 4 Feb at the Town hall.

      CORRESPONDENCE

 Royal Mail responded favourably to the letter asking them to re assess the letter box situation.

 A letter from RAF., offering to give a talk on low flying aircraft. This was not thought necessary as Inverness South does not have that problem.

 Notification that Highland Environmental Network conference will be held in Inverness High school on 15 March.

11.1. A storm damaged tree outside Inshes Primary school will be attended to by Alpha Schools.

1. Bi monthly report: A total of 73 calls. Domestic incidents were higher than usual but detection successful in all cases.

2. Outstanding from last meeting:(a) Owner of abandoned lorry (in Harry Ramsden’s car park) traced and given 2 weeks to remove it.

(b) HQ contacted and officers alerted to a plea from Druid Temple Neighbourhood Watch to make contact and improve communications.

(c) Speeding on the B9177 and Boswell Road. Enforcement will be carried out. One resident asked for speed restrictions and better signage. This should be discussed further with Highland Council.

SIDs (smiley faces). Is it positioned in the right place? Are there enough? Funding to be sought through the appropriate bodies.

3. Issues of local concern re traffic lights being out. This is not a police matter. Contact Roads Dept. Road safety issues can be discussed with the Road Safety Officer Laura Fisher on 715555.

4. MINUTES OF LAST MEETING

Amendment on page 3 required:(under Matters Arising) Meg Gunn stated August 2007 and not May 2007. The minutes were then approved by Meg Gunn and seconded by Liz Gilchrist.


5. MATTERS ARISING

1.    It is hoped that Charles Stephen will take the SIDs forward.

2.    Fireworks issue: Councillor Prag will investigate who to contact.

3.    Dell of Inshes Road: not yet resolved but hopefully by next month.

4.    Four members of ISCC met with Ian Wallace and Les Houlker at TEC Service on 17 January and discussed: Naming all roundabouts to reduce confusion, litter bins, salt/grit bins (some are not being filled), planting daffodil bulbs, signs for local historical places of interest and local drainage problems. Most of the drainage problems are down to the developers to sort out prior to the land being adopted HC.

5.    Only 1 of 4 community councils responded to Veronica’s letter so far.

6.    There is now a computer web link from the Highland Council to our ISCC site.


6. CAIRN HOUSING ASSOCIATION TALK - Simon Campbell, Development Manager, gave an interesting talk on Cairn Housing Association.  He explained their links with varies bodies and how they fit in to the grand scheme of providing affordable and social housing to buy and to rent. The organisation is a not for profit charity,  They will be putting 40 homes at Slackbuie with permission to build 13 pods, a new and interesting modern concept of factory finished builds, erected on site. Simon’s talk was followed by a lively question and answer session.

7.    MILTON OF LEYS COMMUNITY FACILITIES UPDATE

A meeting between MoLRA, community councillors, Charles Stephen  Ward Manager, Councillor Pederson who chaired the discussion, Councillor Prag, representatives from Planning and other interested parties, took place to discuss the lack of (and need for) local facilities. The decision was taken, that Charles Stephen, ward manager, should take the matter to Tulloch as the developers, then report back in 1 month.

8.    McGINNIS GROUP UPDATE

The planning sub committee met with McGinnis Group, architect Graham Connor, and Highland Council Planning. All of the previous concerns have been addressed. The revised plans now show 404 units, down from 430, with flats/ apartments reduced from 144 to 98 and none higher than 3 storeys.

A public meeting followed on 11 February with a Power Point presentation.

This was a satisfactory outcome and it was felt there was no further reason for objections, subject to the formal planning application being submitted.

9.    GENERAL PLANNING

1.    The NEAP will be ready for the summer.

2.    The sub committee met with Tulloch and Planning and discussed seats, rubbish bins, signs re dog fouling.

10.    CORRESPONDENCE

1.    A96 Corridor Framework brochure from Highland Council was made available for those who wished to see it at the end of the meeting.

2.    Emails from residents regarding the state of the area surrounding the Inshes Retail Park. Complaints of litter and untidiness mostly.

11.    AOCB

1.    Discussion regarding 10.2.  It is not clear who is responsible for cleaning and clearing operations at the retail park but investigations will be made to identify who to contact.

2.    The Milton of Leys – Inshes link road is still under discussion and the hoped that things have moved forward. The same applies to the proposed primary school for the area.

3.    Post Office closures: Concerns were expressed that the 6 week consultations did not take place as they should have. Crown Post Office is to close but it was stated that the present owners were selling up and this may be the reason for closure.

4.    Ian McFarlane is concerned about the safety of children and staff during the construction of 2 new classrooms at Inshes Primary school, particularly with regard to construction traffic in around the school. It was, however stated that ongoing risk assessment would highlight  potential problems and that the head teacher had discretionary powers to halt any process if there was deemed dangerous.

5.    Safe Routes to School – Much of their agenda is similar to ours. Contact will be made to see if a member could be co-opted to ISCC

6.    Tesco will be approached yet again in the hope that they will provide wall space at their Inshes store for a community notice board. To date they have not responded to phone calls but will now write to the General Manager.

7.    Complaints were heard from residents in Boswell Road and Culduthel Farm regarding the poor bus services to and from the area. Examples were given of someone travelling to Raigmore Hospital, having to take one bus into the city to catch another back out. It was acknowledged that the services do not appear run for the convenience of the residents in these areas. Councillor Prag will investigate.

8.    Veronica asked H Councillors to explain a press report that £5000 was approved from each wards discretionary budget, (by way of a contribution towards the upgrading of a park in the City centre), since we are all in need of these funds for ourselves. A discussion followed and ISCC members felt although the refurbishment may have been necessary the money should have come from elsewhere.

9.    Meg asked H Councillors to note that recycling bins have not yet been delivered to her area in Wester Inshes despite several requests.

PC Gary Taylor gave his report for November and December 2007 since work commitments prevented him attending the last meeting. Statistics reports show fairly quiet activity months with 60 and 69 calls respectively from Inverness south beat. Eight calls in December were related to alcohol and drugs on football coaches for Caley v Celtic match on 16/12/07

Items discussed

Previously reported speeding problems on the link road off the A9; the B177 into Hilton at the new 30mph speed limit zones, also outside Inshes Primary School have been highlighted to officers policing these areas. PC Taylor advised that officers would deal with these problems as and when they had resources.

Problems regarding theft of large items of equipment from building sites in the area are being investigated by police. Stan Pumford was able to demonstrate from his observation, potential security breaches on a site close to his home.

Jean referred to the Neighbourhood Watch Scheme for her area and in particular asked why they had not had any communication or feedback from police.

Ian McFarlane related a personal experience with fireworks activity late at night over the festive period. PC Taylor said it is not a criminal offence to set fireworks off but that there may be council by-laws and that would need to be referred to Highland Council. Councillor Holden advised that the Community Council could make representation to Highland Council.

Veronica referred to the B9177 traffic survey showing the average speed was 65mph and asked if action could be prioritised to deal with the problem. PC Taylor will raise the matter again though he felt manpower resources were limited.

Bob felt the survey taken between 11and 24 October 2007 was flawed because of where it was sited.

Ian expressed concern that, in his opinion, the “smiley” face recording motorist’s speed (near the school on Stevenson Road) is facing the wrong way. It should face the other way as motorists are at greater speed approaching the safe way to the school road crossing.

Schools of Motoring: Presenting traffic problems to other road users in the area by heavy use of certain roads. This is not a policing problem and Councillor Holden said they have the same rights as others to use any road appropriate to their needs.

A blue lorry is reportedly abandoned on the Blockbusters car park. The number was relayed to PC Taylor by a member of the public. However, since it is on private property, this is not a police matter.

4. MINUTES OF LAST MEETING

They were read and approved by Bob Roberts and seconded by Liz Gilchrist.

5. MATTERS ARISING

Boswell Road - Dog bin – A suitable location has been found.

Charles Stephen reminded everyone that provided dog faeces is properly sealed in a plastic bag it can be disposed of in a general waste bin.

Plastic disposal bags are also now available free of charge from at the library.

The Dell of Inshes roundabout has been tidied up.

Some bus shelters have been cleaned up but one on Stevenson Road, just off Old Edinburgh Road appears to be a meeting point for youngsters leaving litter lying about. Jean asked if it was feasible to supply litter bins at all bus shelters. Councillors felt an approach to TEC Services would be appropriate.

McGinnis Group – Veronica explained that more time was required for them to prepare the revised plans for a public meeting. A suitable date would be sought soon.

Dell of Inshes Road.

Councillor Holden -: A resolution is expected early in January by TEC services. Highland Council has an obligation to reduce the inconvenience to residents.

Ian and Veronica:- Could the process be halted to allow ISCC and residents time to consult further?

Councillor Holden:- There was nothing to be gained by delaying as the matter had already gone on for too long. Residents had failed to influence a satisfactory outcome and he does not have the authority to halt the process.

Meg Gunn:- As a resident of the area, she strongly objected, stating that she had done everything possible to bring her account of the problems to the Community Council but since May 2007 nothing had minuted. She was supported by Bob Roberts, Veronica and Jean Pumford.

Councillor Holden :- will meet with Ian Wallace of TEC services to discuss further.

Charles Stephen also recommended that Veronica should also meet with Ian Wallace to check that the matter had gone through the statutory processes.

6. GENERAL INFORMATION

Veronica proposed that ISCC should:- 1. Forge links with other along the Link Trunk Road

2. Join The Scottish Association of Community Councils.

Charles Stephen indicated this would be supported by Highland Council and also suggested ISCC join Planning Aid. Contact has already been established and so far, free of charge.

3. Invite guest speakers to meetings.

Cairn Housing Association had kindly agreed to give a talk at the next meeting.

Ideas and contacts were invited from the community for future guest speakers.

4. Establish computer links with Highland Council.

7. AMENDED MASTER PLAN FOR HIGHLAND HOUSING FAIR

A public consultation meeting will be held 11 January at Inshes Church on behalf of Highland Housing Association, Highland Council, chaired by the city manager, David Haas.

The revised master plans do not appear to be much different from the original and do not seem to address the points raised by ISCC, or even the conditions attached to the outline planning permission.

Brian Macgregor stated Westhill CC did not have time to consult as the consultation documents had only been received by him on 2nd Jan. However, he was advised that Westhill CC were not statutory consultees in this case.

Charles Stephen assured everyone that the statutory consultees will be listened to and

advised that anyone directly involved could put comments in writing for consideration.

Debate followed about whether the master plans included the infrastructure.

Bob :- Quality and contents are variable. Some are excellent, others are poor.

This led to question the definition of “master plan”.

Councillor Holden recommended ISCC write to director of Planning.

8. NEIGHBOURHOOD EQUIPPED AREA OF PLAY FOR MILTON OF LEYS.

Letter received 7th January , “Under the Council’s scheme of delegated powers I have resolved to grant permission for this development. The conditions attached cover most of our concerns,

   1. fencing
   2. footpaths (access from various phases)
   3. seats, litter bins
   4. surface materials
   5. to be completed within 6 months.

9. GENERAL PLANNING

Asda - nothing since last meeting.

Trunk Link Road - councillors will keep us informed.

10. CORRESPONDENCE

   1.  Letter from Charles Stephen to Veronica Mitchell, inviting members of Milton of leys Residents Association to a meeting on 29th January to form a steering group to explore how community facilities may be developed in the area.
   2.  Letter from the Director of planning and Development clarifying Town and Country Planning legislation in respect of airports. Specifically, Inverness Airport do not require planning permission to extend to 24 hour flying. Mr/ Mr Rennilson will report this information to the next Planning, Environment & Development Committee

11. AOCB

   1.  Insufficient numbers of letter-boxes in the area.

Write to Royal Mail about reassessing the needs on the new developments.

   2.  Brown bins required for Dell of Inshes residents.
   3.  Jean suggested spring flower planting on roundabouts and verges to enhance the otherwise bland appearance of the landscape. ISCC speak to SEPA and TEC services.
   4.  Roundabouts require some sort of identification. See TEC services.
   5.  Stan Pumford asked if the accounts and cheque books had been handed over to the present treasurer. Yes, today but some issues needed discussing with Charles Stephen.
   6.  Allison - Landscapers complained about dog mess in the Miller Street area and asked how to obtain bins. See TEC services.

Brian Macgregor – found that he had a letter he had received from Nicola Drummond stating Westhill CC are statuary consultees. Charles Stephen will clarify.
