MINUTES OF MEETING,
HELD ON MONDAY 2nd November 2009
7PM AT INSHES SCHOOL

1.    WELCOME
Bob Roberts opened the meeting and thanked all for attending

2.    APOLOGIES

3.    MINUTES OF LAST MEETING
The minutes of the last meeting where deemed correct and proposed by Liz Gilchrist and seconded by Kevin Findlay.

4.    CHANGE OF OFFICIALS, RESIGNATIONS, NOMINATIONS & ELECTIONS
Bob Roberts stepped down as Chairman but to remain as planning Secretary.
Veronica Mitchell was proposed by Bob Roberts and seconded by Liz Gilchrist. Veronica Mitchell now Chairman.
Veronica Mitchell stepped down as Treasurer.
Kevin Findlay was proposed by Bob Roberts and seconded by Liz Gilchrist.            Kevin Findlay is now Treasurer.

5.    MATTERS ARISING

a)    Link Road
Reading from Milton of Leys Resident Association (MOLA) describing the appeal and formal letters of appeal issue.

J Holden: States all four councillors have had no success at keeping the buses at it was council policy. There is little room for manoeuvre.
It was also stated that there were no plans to put measures against parking outside Inshes school i.e. double yellows or central reservation.
 
b)    Wester Inshes Service Charge
Separate meeting will be held at 8pm

c)    Housing Fair
Report by Liz Gilchrist.
Meeting was held on the 19th of October, There is to be 24 houses to be built by the Highland Housing Alliance and 8 are to be individual houses. Albyn and Cairn are to have 23 properties which were to be low cost and rental. There are 5 different building companies involved.
3D models of the designs are to be exhibited at Eden court theatre.
Issues discussed Safety on the road during construction and Expo. Heavy Lorries and to stop parking on the verges. Buses to be provided to park and ride visitors.
Concerns that some materials in construction may have to be changed due to not finding local equivalents. Some houses already have detailed planning permissions.
HHF will involve local schools and to run competitions and Inverness College is to run a project on the fair. New fencing and viewing areas to be put in to provide more information to passers by.
Catering and Child care during the Expo was discussed.
The subject of NEAP arose and it was indicated to Susan Torrance that a site had to be found for purpose as there was little space left on the Amenity ground on the current plan for the area and this would be a definite advantage to the future sale of these properties.  Susan was asked if she could help find a suitable area. She suggested we could have the site by side of the Housing Fair, although they already have play areas on their site. It was immediately said that it was unsuitable as the children of MoL would not be able to use it, due to the distance involved.
It was agreed that the NEAP to be placed on the amenity site
The next meeting is yet to be arranged -  Monday 30th Nov at 2.30pm - Was suggested and possibly at Inshes Church. All still to be confirmed.

d)    Council Grant
We received the yearly grant of £750.

e)    Boundary of community council
The only comment by the ISCC that Essich road should be in the Lochardil or Ness side area. Castle Heather estate has requested to join the Inverness South. It was recommended that they Join Lochardil area.
We were promised that boundaries of the ward and Council areas where to be reviewed. We were also expecting that the yearly grant would increase us the numbers of people in the Inverness South area increased.

f)    Issues report
The district park is noted as an expansion zone.
The Councilors are determined to have the park work start as soon as possible and that it was never going to be housing.
Discussion on how to fund the parks construction and the councilors will update as to progress.

g)    Transport Strategy
There were concerns over the data for the strategy coming from 2006. There is a time lag between the collection and delivery of data. There were also concerns that the document lent itself to the view that development should only happen after roads are put in.
But the previous main issues report is that roads should follow after some development.
There was a long discussion about the need to have the town center redeveloped and also the effect of the A96 corridor proposals on the Strategy.

6.    PLANNING
a)    Bogbain Farmhouse, Large Shed Planning applications.
The Bogbain farmhouse appeal was dismissed. The large shed was refused by Highland Council planning committee.

b)    Inshes SUDS pond
Has been granted though not to be adopted for 5 years until TEC services assured of it working effectively and Tullochs have contacted Inshes School about involvement in margin planting around the suds pond.

c)    Beechwood Campus
Has resubmitted its proposal and will exhibit at the Greenhouse, Beechwood park for community councillors on the 23rd November and for the general public from the 24th .

d)    Knocknagael Substation
Discussion was held on this and their intention to increase passing places by 13 on the Essich Road and those contractors where to be bussed up from Holm substation during the 2 year project.

e)    Lidle
Lidle has been in touch with the ISCC and asked about local issues. Have potential proposals to offer the Highland council to deal with this. Lidls plan to survey 1500 local houses about shopping habits and will have a £5 voucher as an award for returning filled in surveys. They also intend to have public consultation with the 20th at Inshes School and 21st of November at the Inshes church.

7.    POLICE REPORT
Gary Taylor will deliver 2 X reports next month on return from leave.

8.    REPORTS
Secretary
a)    Daffodils have arrived. It costs £50 for a 20 kg bag from the council. Howden’s will though do a 10 kg bag for £10. It was voted that more be purchased.
b)    The ISCC had previously been asked to help provide street names for new schemes by Tullochs. It had been recommended to use a flower scheme this has been done but not the flower suggestions provided.
c)    We will ask Richard Hartland planning department to attend February ISCC meeting.
d)    IOG SCOTSURF forms available for anyone wishing to attend.
e)    Crossroads Scotland have Xmas cards available to purchase.

Dates
a)     Joint city forum Wednesday the 18th November Farr Village Hall 7:30 subject TEC services in the countryside.
b)    Lidl Consultation dates as noted in planning report.
c)    ASDA store plan consultation to be held on the 27th of November in the Gaelic School and on the 28th in the Eastgate centre.
d)    Inverness communities ward forum Tuesday the 1st of December in the town house. Powers of planning application review and houses of multiple occupancy as subjects.

9    A.O.C.B
a)    Donation to the library
We have been requested to help fund some of the Library projects. It was agreed to offer £250 to help. Angela Donald Librarian asked to come to next meeting to inform us of projects the library does.
b)    Speakers for next year. To be discussed
