In the absence of Bob Roberts Jean Pumford chaired the meeting and welcomed everyone coming to the meeting.

Police Report: - None Received

Matters Arising:

Factors:
A general discussion on title conditions regarding the factoring of estates took place.
 Barrie Haycock reported on developments regarding the position of owners to challenge the factoring.
Councillor J Crawford reported that he had a meeting with Factors.
Councillor Holden reported that this item was discussed at a ward meeting with no progress being made, it was felt that the Council should look at the planning dept in regards to factoring in these developments. It was agreed that a meeting of all estates in all wards covered by Factors should be organised in the near future to meet with the relevant authorities.

Bus Shelters etc:
No progress on the cleanliness of the shelters. Hope of a shelter at Wester Inshes Court.

Link Road:
A report an the Joint Ward forum and Exhibition regarding the Trunk link Road held at Inshes Church was given, with several people who attended both expressed deep concern that the Councils Planners and Consultants seemed hell bent on liking the A96 and A82 through Inshes.  In discussion it was generally felt that ISCC should support the option that was By Passing the city i.e. S1.

Planning:
The Kilmartin development at Inshes Retail Park passed.
Tullochs, Milton of Leys Phases 8 a & d. Application for 218 houses in line with outline permission given.  Details requested of play areas and drainage, no houses to be occupied until the link road to Inshes was completed.

Stagecoach:
A new stop has been added to the No 6 route at the Corriegarth Hotel for access to the Kingsmills Medical Practice.

A.O.C.B:
The Christmas Concert at Inshes Church would take place  on 12th Dec At 7pm.

Daffodil bulbs hopefully available for planting at various locations available from the Parks dept. Councillor Crawford to obtain details of when and where to collect them.

A report was given on the Cities Councillors Joint Ward Forum held on 4th November 2009 in the Town House.

A talk and appeal for funds was given by the Inshes Librarian Angela Donald, these funds would enable the service to continue with various projects throughout the year. After discussion it was agreed that £200-00 would be donated. Angela confirmed a report on how the funds were spent would be given to the Community Council.  

Speaker February meeting to be from Crimestoppers.

Welcome

BR welcomed everyone for coming to the meeting and stated that an address system was available for those with difficulty hearing whilst admitting he does not need it. BR went on to introduce Nigel Collins as the latest co-opted member of the ISCC.

Police Report:

PC843 Taylor attended and gave a concise police report for the Inverness South area
Total calls amounted to 76, a drop on the month of August. These calls included:

1 call for alleged assault (Redwood Avenue)
1 call ref vandalism (Miller Street)
2 calls ref domestic assault. (Woodgrove, Briargrove)
14 calls for late night noise (various)

PC Taylor went on to state that youths congregating behind Matalan was still an issue and that the area would be given increased supervision.
He also stated that following concerns raised by the council the road traffic department had been out carrying out speed checks across the Inverness South area and this had resulted in 8 drivers being reported for speeding.
Points were raised that Buses had been seen clocking excessive speeds on the smiley face devices at Stevenson road, however PC Taylor informed the council that smiley faces are not calibrated and hence cannot be used as an accurate judge of speed.

BR thanked PC Taylor for attending and he then left.

Previous Minutes:

BR asked all present if they were happy with the minutes for the previous meeting, all were and adoption of the minutes was proposed by LG and seconded by CS.

Matters Arising

Bus Shelters etc:

The matter of untidy bus shelters was brought up and the increased amount of Graffiti around MOL. BH made a strong point of asking the elected members what was to be done about these issues as they have been dragging on for some time. The councillors agreed that this area should be revisited with Tech Services. Bins are another area where negotiations with Tech Services need to be addressed as they are resistant to installing new bins due to collection issues. The elected members agreed that they would take this subject forward.

Link Road:

JP informed the meeting that a letter had been received from Transport Scotland sating that the road was still being considered and that a decision would be made later this year. TP informed the meeting that another Ward forum has been organised for the 20th November at Inshes Church in order to bring all concerned up to date.

Asda Enquiry:

Covered later by BR under planning matters.

Social Event:

LG reported that the organisation of the social event was going well and that a number of musicians had agreed to perform at the Xmas function included RP and some of his colleagues. Tickets are in the process of being produced and LG should have some samples shortly.

Newsletters:

As yet no response has come from Town Hall in reference to the printing of newsletters for the Inverness south Area, however we have the number for the local scouts to contact to try to provide help in distribution.

Archaeology:

JP Informed the meeting that Kirsty Cameron has agrred to come along to the meeting on 2nd March 2009 to talk about the importance of the subject with regard to planning and some of the history hidden in our area.

Notice Board:

BR reported that as yet he has had no contact with the manager of inshes Tesco store and felt the manager was avoiding him on the issue of placement of the notice board.

Greenbelt Group:

GN brought everyone up to date in reference to the ongoing problem with the Greenbelt Group at MOL, he informed the councillors that an external audit had been requested by Tulloch Homes of the factoring arrangements at MOL and that Richard Hartland is in receipt of this request.
It was reinforced that this problem is area wide and also includes a number of other factoring companies operating under similar business models. TP and RP asked to be included in the information available and suggested that they have a separate meeting with GN and BH to be organised by Charles Stephen.

Stagecoach:

Mr McCallum from Stagecoach attended to give a talk and answer questions regarding provision of bus services across Inverness South. A heated debate ensued during which Mr McCallum addressed a number of issues such as the sketchy service to MOL, the lack of a service to the Boswell Road area, and the general confusion regarding changes to routes due to a lack of advertising.

At MOL a proportion of the stops are not recognised stops and were simply temporary measures put in place by the developer. He also stated as there is no place for the bus to turn within phase 6/7 at MOL it is difficult to service the 2 new stops that are there.

With regard to Boswell road Mr McCallum stated that they would look at the flexibility of the Miller Street route to accommodate Boswell Road.
In general he stated that since stagecoach bought out Rapsons they had a lot of work to do in analysing which routes could be improved and that it would take a finite period of time to achieve this.

Planning:

With regard to the Asda enquiry BR informed all present that it had been postponed till Feb 09 whilst awaiting a report on transport issues at Inshes Roundabout.
BR also informed the meeting that a good meeting had been had with McGuiness ref Slackbuie, and that this was now considered a good layout including safe by design, and that we now await detailed applications.

Secretary Report:

JP informed the meeting that she had received a letter informing of a consultation meeting that was held on 28th October at the Royal Highland Hotel to discuss Cycle paths.

JP also informed the meeting of an Offer by Richard Hartland (Director of Planning) to come and address the council on planning matters. Those present agreed it would be a good idea to get Richard to come and talk about maintenance issues with regard to GB and provisions for future developments in this area.

JP informed those present of the Council Members forum taking place the following night at the Town Hall, an update on which will be given at the next meeting.

JP went on to mention that an email about the Winter Festival will be circulating and LG noted that there is a link to Festival material in the Highland Council Website, and it is hoped it will also be advertised in the ICA.

The meeting was informed that Councillors and MOLRA representatives were to meet on 11th Nov for an update on the new school at MOL. Update to follow at next meeting.

JP informed the meeting that a number of community councillors had attended the ward forum on youth provision on the 28th October and were disappointed that only one member of the public attended. Chief Inspector Innes told at the meeting how the Police deal with anti social behaviour, and that under age drinking was less apparent when functions were organised for teenagers. It was noted by LG that it is a shame that some of the empty buildings such as those retail units opposite Matalan could not be used to provide some sort of youth club or teen facilities.

AOB:

It was agreed that there would be no meeting at the start of January unless there was significant planning issues to discuss.

Sergeant Gus Stewart informed the meeting that in August there were 87 offences in the Inverness South area.

Newsworthy Items  - 2 New beat constables have been allocated to the area

4. MINUTES OF THE LAST MEETING      
The Minutes of the last meeting where proposed as correct by Ian MacFarlane and seconded by Kevin Findlay.

5. MATTERS ARISING

a) Litter Bins and Rubbish at Bus Shelter
The Bus shelter at Stevenson road is very dirty and rubbish lying around around. Bus shelter was cleaned months ago. Rubbish and Grit bins have yet to appear.

b) Buses
Jean Pumford contacted Mr Ally Macdonald, stagecoach manager who stated he would attend the November meeting but we have yet to receive a written confirmation or e-mail that he would attend.
Milton of Leys appears to be getting more service though there is confusion as to where to get on the bus in town as there are no timetables or notices.

c) Trunk Link Road
A local newspaper stated that the TLR was a long way down, Holyroods funding list but Councillor Pederson hopeful that the eastern part may get the go ahead. The soil samples for the route have almost been completed. The Inverness South community council asked to write to Michael Reid and Stewart Stephenson to ask about when funding could happen and the final route.

6 PLANNING
No major planning applications          
Letters about Kilmartin and Shops across from Matalan, Inshes Retail Park acknowledged
ASDA local enquiry starts 29/October/2008 and due to last 1 week
Glendruidh  house application has lowered number of houses on planning application on the site from 4 to 1

7. SOCIAL EVENT
Bell Ringers have been found and contact will be made with Inshes School to see if pupils will be available for carol singing

8. REPORTS

Chairman
a) Bob Roberts wished to thank the previous Chairman Veronica Mitchell for her work.
b) There is no change in getting community council notice boards installed
c) Bob along with Liz Gilchrist and Barrie Haycock attended the inter-ward forum. The winter festival was discussed with Inspector Innes.
d) Informed the meeting that at the end there was to be Tea and Coffee available so the public and council could meet in a less formal setting.

Secretary
a) Jean Pumford informed the meeting that the Police had started an investigation into the Balvonie Brae, Housing Fair as reported in a local paper and as it was a police matter herself and Bob Roberts as witnesses could not discuss it.
b) A letter was received from the Episcopal Church asking for the community councils view on their presence in the area.
c) Highland Council quality awards 2008 nomination forms were available but there have been no awards as yet.
d) There is a ward forum on the 28/October/2008 mainly to do with youth facilities and provision in the area. It is open to all.
e) Jean Pumford attended short talks about “What Community activities do you want in your area”. Expect to hear more about youth provision at the ward forum meeting but it was stressed that it was what the community wants but without volunteers nothing could happen.

9. A.O.C.B
a) SPEEDING
There is concern at the speed of traffic on Stevenson road, especially at the end and beginning of the day. There is also concern at the parking in the street and also speeding up at Milton of leys.
Sergeant Stewart stated that there will be an increase in checks by the beat officers.
b) NEWSLETTER
Discussion was held on how to deliver the newsletter possibly ready for the beginning of December. Hopefully help can be got from Inverness council in printing it.
c) FUTURE TALKS
Discussion was held about who the community council should have for future speakers i.e. Archaeologists, Crime-stoppers. Possibly a speaker for every 2nd meeting.
d) GREENBELT
Concern was raised about this company from the public but it was agreed that it was a matter for Milton of Leys residents to raise at their meeting at Inshes church on the 23/October/2008.

4. COMMUNITY POLICE REPORT
P.C. Taylor gave his report and Total Number of Calls for the Months of May were 76 and in June, they were 87. There were 83 calls in July, 1 theft ( it was garden equipment from a shed in Druid Temple Way ) 1 vandalism to a car, 25 noise mainly Fri - Sat.

Notable Crime Detections - Two separate Drink Driving Convictions

Assaults - One incident. Female Reported for fight on Greenwood Place

Thefts - Three incidents of shoplifting from Inshes Retail Park. One male reported for theft of Petrol.

Issues of Community Concern
Increase of calls for Anti Social Behavior behind Matalans on Friday and Saturday evenings.  This Area is to be targeted with extra Police Patrols.

Newsworthy Items
Operation Roundup Team being tasked to cover concernes re Inshes Retail Park at Weekend Evenings.

Outstanding Issues from previous meetings: Traffic Problems at Inshes School

4. EDUCATION UPDATE - Mr R MacKenzie & Mr J. Bruce
Provision of Education in Inverness South and Update on School for Milton of Leys.

£7,500,000 has been delegated for a School at MoL and they are to take the project on to the design stage before triggering construction in approximately two years. The previous role projection was taken to August 2010 and a decision to commence construction would be make when they had the figures for the school size.  The precise size is unknown but the intention is for a 10 classroom school which should have a degree of flexibility if required.

Highland Council are looking closely at role projections based on .34 children per household and whether further house construction will occur.

Inshes School has a 378 capacity and currently there are 356 children on the register.
Projected figures at this time for MoL are 278 in 2014/2015

5. Matters Arising – Report by Jean Pumford

Re-cycling of Cardboard and Plastic

Councillor Prag kindly followed this up and a reply was obtained.by Dr C Clark
and we were told no plans at present to extend collections beyond main depots. The reason given was that, bins fill up too quickly, overflow and make a mess.
I find this answer very puzzling as we have had no chance to use local collection bins, how can these comments be passed? Surely if these comments are correct it demonstrates the willingness for the public to recycle and the answer is larger bins or more frequent collections.
The joint Community Councils at the next forum meeting hope to have a speaker on this subject, so more questions can be asked.
Hopefully a united front will get some results, especially as in the Inverness Courier it was quoted as being one of Highland Councils key Policies.

Bins
Debbie McGuire (previously Green Inverness) is now in charge of bins for our area. I have spoken to her and she seems sympathetic to our request.
a. 1-2 Grit Bins on Culduthel Farm Estate.
b. Rubbish Bins on Stevenson Road and on Boswell Road near to the burn.

Buses
I have written to the manager of Stagecoach with dates for October, no reply but will repeat the letter.  Can the Councillors be of help?

6. Planning Matters - Bob Roberts    
08/00702/FULIN/NIDR/KAHU
Create pond within District Park at Inshes District Park, Sir Walter Scott Drive.
The application by Tulloch Homes Ltd. to form a pond to act as an overflow pond (from SUDS) in the District Park which will be made into a wildlife haven. As an ecological feature and SUDS facility for the distributor road from Milton of Leys to Inshes.
This was discussed at the meeting of Inverness South Community Council on 4th August 2008.
Concern was raised about child safety, the maximum depth of the pond and the possibility of it icing over being a magnet for children. With it being positioned near to Stevenson Road and the houses at Wester Inshes Court it was felt it was that this could also cause problems, could it not be positioned further from the road and the houses?
While it was welcomed as an amenity and ecological feature the safety aspects and access requires to be addressed.
The educational advantages were also welcomed with Inshes Primary School being close by it was felt that the school should be involved from the start with this project. (Get the children involved and they will respect the amenity and benefit from the project, as has been done in other areas of the country). A boardwalk and benches should be provided to allow access for local schools and the community as an amenity and a feature of the District Park.
I would reiterate that safety is of the utmost importance in considering this application and as such, all relevant agencies should be involved.

Kilmartin Erection of Class 1, 2 and 3 units with associated access, car parkling ATM and external bin storage at land opposite unit 2 Matalan, Inshes Retail Park, Sir Walter Scott Drive, Inverness.
Plans submitted and available for inspection.
This site is on the waste ground next to Tons O’ Fun which has lain vacant.  The design is rather bland and not in keeping with the other proposal (approved) for non-food store, garden centre and other units.  One improvement could be a canopy over the entrances to unite and to protect customers from the rain as is shown on the other development.  I have been in touch with Mark Phelan who is in charge of the project and he is willing to discuss the matter with the planning committee.  He was very positive and willing to listen to the voice of the community.
Knocknagel Substation
Plans have been received for the 250 kV / 132 kV substation at knocknagel just off Essich Road.  Plans submitted and available for inspection. This development is on the further most limit of our area. This seems to be the best of the 3 proposals we saw some time ago and was mentioned by Jean at the last meeting. It would appear that it lies in a hollow and is to be screened by trees with an existing tree canopy to the North of the site.
With the down turn in the housing market NO houses sold in the IV2 area in the last month I do not expect the same number of planning applications for large scale developments we have had in the past.  Over 480 homes built in the Inverness South Ward in the last year.
The largest number of planning applications submitted is for extensions and improvements.
 
The Councillors took no part in the Planning discussions.

6. GENERAL MATTERS

Inverness Community Council Forum Update

Inverness Trunk Link Road
Presentation by Malcolm Macleod, Planning & Development Dept. of Highland Council

Malcolm gave a detailed account of the background to the Link Road and the present position.
He outlined the main transport problem areas, which include the growing traffic congestion for cars & buses, parking locations etc.which, are all key factors in future development.  Highland Council has carried out a Transportation Strategy Review, setting it against the STAG Assessment criteria.  Among the outcomes of this, is the need for the City’s Ring Road, Park & Ride facilities, Priority Bus Lanes etc.  The critical areas in the East Link are the A96 & A9 interface and linking into the Distributor Road, and in the West, the Canal and its crossing.  Malcolm also referred to the possible developments along the A96 corridor and the possible Campus relocation of the University of the Highlands & Islands to the Inshes area.  In the West, the crossing of the River Ness and the Canal are the issues.
At present, Central Government are undertaking a Transport Strategy Review and their findings are due by the Autumn.
He assured the meeting that local communities will be kept informed with further meeting possibly in the Autumn.

A Question & Answer session followed and a variety of topics were raised.
 
Inverness Common Good Fund
Presentation by David Haas, Inverness City Manager
The Fund is an investment for the citizens of the Burgh, and aims to nurture the Community’s growth and well being. The Fund’s assets, include the Town House, Victorian Market and Parks & Gardens, as well as Industrial sites.  Cllrs. disperse the Fund, as by law, they are the Trustees and David outlined the criteria which helps form the decisions.
David suggested that should anyone have any questions about the Fund or making an application, they can contact Morven Macleod or David himself.
Inverness South – Re-cycling.  They wonder why there are not more re-cycling locations in Inverness, for you often have to queue for so long at the Longman. David indicated that Highland Council are looking at extending the number of locations.  It was pointed out, however, that the disabled & elderly do have problems identifying the appropriate plastic items for re-cycling

7. Christmas Social Event
Liz Gilchrist advised that Inshes Church has been booked for the 12th December for a Music and Mince Pie Event.

8, NHS Highland Review
Liz Gilchrist attended the NHS Highland Review on Wednesday 27th August at Raigmore.
This was attended by the NHS Highland Board and Minister for Health Shona Robison,  along with approximately 70 members of the public. A report of the Annual Review was available for those who wanted a copy.

9. AOCB
We were reminded that the ASDA hearing was to be held at 10am on 20th October, 2008 at Inshes Church.
Barrie Haycock thanked Bob Roberts and Liz Gilchrist for their help with Blue Light Events in Inverness.
Cllr Prag gave his thanks to the previous Chair Veronica Mitchell on behalf of everybody for her hard work from the elections until tonight
Councillors were asked to help in getting Stagecoach to attend a Community Council meeting.

Recycling Cardboard & Plastic
Councillor Crawford reported that there is no kerbside collection and all Cardboard & Plastic marked 1&2 can be deposited at the Longman Recycling Depot. Inverness Community Council Forum to be asked to put this subject on their agenda as it was felt most people would welcome sites at the Super-market Car Parks with other recycling bins and a joint approach would be beneficial.

Rubbish /Grit Bins
Councillor Prag reported the T.E.C. Services were reluctant to place Bins unless they felt there was a great need.  A photograph to be taken at the 1st Bus Shelter on Stevenson Rd to show the problem. Grit Bins for Culduthel Farm Estate to be again requested.
S.I.D.S are now installed, 2 on Stevenson Rd, 1  at Milton of Leys and 3 in the Westhill area.

Mail Boxes – ongoing

Association of Scottish Community Councils
Web Site not user friendly. A booklet has been sent but more information is needed about this organisation before joining

6. PLANNING
a) R. F. More 131 Homes - 08/00613
Density still higher than outline permission, 19 plots when recommendation from previous report said there should be none. (also fear that a later date these could be changed & add to the density ) Plan is flawed (No account has been taken of the comments by the Scottish Office Reporter on the previous application & this plan is very similar, on the map a greater number of affordable houses than in script, also all grouped together and not scattered about the development.  S.U.D.S not properly defined, higher than existing houses, risk of flooding. Play area next to Road. Access to Site is not good also Road network is not adequate. Inshes School is full and therefore no provision for schooling.

The Sub Committee had a very informative & successful meeting with the above & all our concerns have been resolved.

c) Highland Housing Fair.  Balvonie Braes.
It appears this will now be delayed until August 2010.  A lot of questions remain unanswered eg. How does this affect Community facilities/District Centre, Milton of Leys ?  When & will the Link Road be built ?  Will the Fair ever happen due to credit crunch?. If not will the land be reinstated to it’s original state ? How much is this all costing the Highland Council ?
 
d) A.S.D.A
A Pre – inquiry meeting was held on16th June when it was agreed that written sub-mission statements should be done by 28th August.  The hearing will be Mon 20th Oct 2008, venue to be announced.  Bob Roberts will speak on behalf of Inverness South & Mr M. Gimson for 15 Community Councils. Copies of the relevant documents will be placed in Inshes Library.

e) Scottish Energy Presentation at Dores 18th June for an Electric Sub-station
2 possible sites were offered. The first near Knockangle (just up Essich Rd.)the 2nd Turn L off Essich Rd at the Farm , 500mtrs on a minor Rd, this is the preferred option as it is sited in an old quarry, lower than surrounding countrysidefurther from dwellings, and not on boggy land.

f) Tulloch for an overflow pond (from SUDS ) in the District Park which will be made into a wildlife haven. Concern was raised about the maximum depth and this will be raised with the planners
 
The Councillors took no part in the Planning discussions.
 
7. GENERAL  MATTERS.
Highland Community Care Forum which is made up of various caring bodies gave a lunch and very interesting talks to launch their Directory of Services for Older People. A Directory will be placed in Inshes Library and copies can be obtained from 01463 718818

Community Council Forum Meeting on 3rd June 2008 in the Town House.
Speaker was Mr.D.Haas,
Subject 1. Running a Meeting & Administering a Community Council. An informative talk with guide lines on the above, a lively question & answer session followed.
Subject 2. Community Councils & the Data Protection Act. We are subject to the above act as we are a statutory body. We must appoint a responsible person, register with the Information Officer and pay £35 yrly. We have been given guide lines & Veronica Mitchell & Liz Gilchrist will see to this matter

Safe Routes to School
They are investigating the possibility of a School Crossing Officer. They have observations about safety when the Link Rd is opened and are reporting these to T.E.C. Services.

Notice Board
To be shared with Westhill at Tesco. Funding had been requested from the Councillor’s Budget. A letter was received from the Ward Manager that it was the Community Council’s responsibility. Councillor Crawford stated this was not a correct reflection of the Ward Meeting & Councillor Holden had indicated that he would try and obtain Notice Boards from another source. Councillor Crawford will look into the matter.

Questionnaire on Additional Support for Learning.
Most of the proposals were recording what is already good practice. It has been filled in & returned.

Chairperson update
Alison Macleod has resigned from the Community Council
Kevin Findlay has kindly agreed to be adopted as a Member, it was unanimously accepted.
Cathy Sengupta has resigned as Secretary. Jean Pumford has agreed to be the nominated Secretary but all members will share the duties.

8. TREASURER’S REPORT
£450 – 92p at present in the Bank. We are still waiting for this year’s funding from the Highland Council.

9. A.O.C.B
1. Wild Flowers on the Roundabouts on the Trunk Link Rd are very welcome.
Will they come up the same next yr?, if so can we have more of the same. The edges need attention from weeds.

2. No.6. Bus to detour occasionally along Boswell Rd, also concerns about lack of Bus going east along SDR from Culduthel Farm Estate. Councillor Pedersen was going to investigate but he also suggested that we approached Stage Coach Bus Co. to come & talk to us. This will be followed up.

3. Tesco Car park Bushes & Trees obstruct view at end of each lane.
Trolleys and Baskets are being left up Dell of Inshes Road.  A letter will go to Tesco and Kilmartin if necessary.

10. DATE OF  NEXT  MEETING. Monday 1st Sept. 2008 at 7pm in Inshes School.
A short A.G.M. will start at 7pm with an update talk by Mr MacKenzie & Mr Robertson on Provision of Education in Inverness South at 7-30pm followed by the normal Community Council Meeting.
